Eleven parliamentarians from eight countries participated in the meeting of the Twelve Plus Steering Committee in London, United Kingdom on 15 September 2008.

Guest speaker Dr. Oby Ezekwesili, founder and president of Human Capital Africa, discussed the link between the economy and education. Ms. Ezekwesili noted that research has identified ways to address education challenges which include prioritizing foundational learning in areas such as literacy and taking an evidence-based approach to investments and policy decisions.

Senators and Members of Parliament represent the Parliament of Canada at home and abroad by participating in activities organized by Parliamentary Associations. Generally speaking, the Executive Committee and other bodies of the Union should be strengthened. Mrs Ann Clwyd (United Kingdom) believed that the Secretary General should have a deputy. The Chair reminded colleagues that such a proposition would be discussed in Geneva. Mr Donald Oliver agreed with Mrs Clwyd.

Ms. McPherson was a featured panellist. In her remarks, she noted that Canada has made progress in increasing women’s political participation, particularly in terms of nearly achieving a critical mass of women parliamentarians in the House of Commons (29.5%) and gender parity in the Senate (49.5%).

Speaker Hays was pleased and honoured to represent the Canadian Parliament at the opening of the new Scottish Parliament, and to present an official gift to the President Officer of the Scottish Parliament, the Right Honourable, George Reid, MSP.
