On 16 March 2021, members of the Executive Committee of the Canada-United Kingdom Inter-Parliamentary Association (RUUK) participated in a bilateral meeting with members of the Commonwealth Parliamentary Association UK (CPA UK).

The British government very rarely uses time allocation to limit debate, unlike the practice in the Canadian House of Commons. When time allocation is used, it is always done in consultation with the opposition.

This conference was co-ordinated by the CPA UK Executive Committee, and was also supported by their partners, the UNDP (United Nations Development Programme) and the World Bank Group. ·This conference was the “first” on a subject that will almost certainly be the subject of annual conferences.

Such efforts would have to be led by the Government of Afghanistan and would optimally be negotiated from a position of strength. An element of consensus among interlocutors was the need to increase the involvement and empowerment of Afghans in the political process, especially at the local level.
