SOMMAIRE

Le texte modifie la Loi sur le lobbying afin d’obliger les lobbyistes à déclarer :

a) le fait que leur financement provient d’un étranger, d’une personne morale non-résidente ou d’une organisation non-résidente;

b) le fait qu’ils utilisent ou comptent utiliser des appels au grand public pour tenter de persuader des organisations ou des membres du public de prendre des mesures visant à entraver, à retarder ou à gêner autrement un processus qui oblige le gouvernement du Canada à consulter le public avant d’adopter une ligne de conduite particulière, en vue de faire pression sur le titulaire d’une charge publique afin qu’il appuie un certain point de vue.

Il apporte également une modification de forme à l’alinéa 5(2)e.‍1) de la version anglaise de cette loi.

SUMMARY

This enactment amends the Lobbying Act to require lobbyists to disclose

(a) whether they are funded by a foreign national, a non-resident corporation or a non-resident organization; and

(b) whether they use, or expect to use, grass-roots communication to seek to persuade organizations or members of the public to take measures to obstruct, delay or otherwise negatively affect any process that requires the Government of Canada to consult with the public before embarking on a specific course of action, in an attempt to place pressure on a public office holder to endorse a particular opinion.

It also makes a housekeeping amendment to the English version of paragraph 5(2)‍(e.‍1) of the Act.
