SUMMARY

The purpose of this enactment is to establish a process for co-operation between all stakeholders in order to establish standards for apprenticeship, institutional training and certification for prescribed trades and secure the recognition of those standards across Canada. The standards will recognize the labour market and the need for a school-to-work transition.

The Minister of Human Resources and Skills Development is given the power to establish a national apprenticeship and training advisory committee (NATAC) for each prescribed trade with representatives from the provinces and from labour, industry and instructional stakeholders. The NATAC will advise the Minister with respect to the trade it represents.

An annual report on the functions of the NATACs will be laid before each House of Parliament and will be referred to a standing committee.

Le texte a pour objet de mettre en place un mécanisme de coopération entre tous les intervenants en vue d'établir des normes d’apprentissage, de formation en établissement et d’accréditation pour les métiers désignés et de faire accepter ces normes partout au Canada. Ces normes tiendront compte de la situation du marché du travail et de la nécessité d’une transition entre l’école et le travail.

Le ministre des Ressources humaines et du Développement des compétences est autorisé à constituer un comité consultatif national d’apprentissage et de formation (CCNAF) pour chaque métier désigné, composé de représentants des provinces, des syndicats, des industries et du monde de l’enseignement. Le CCNAF sera chargé de conseiller le ministre sur le métier qu’il représente.

Un rapport annuel sur les fonctions des CCNAF sera déposé devant chaque chambre du Parlement et renvoyé à un comité permanent.
