RECOMMENDATION

His Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled ``An Act to amend the Judges Act and to make consequential amendments to another Act''.

SUMMARY

The enactment transfers from the Governor in Council to chief justices the authority to grant leaves of absence to their judges for periods of up to six months.

The enactment authorizes Madam Justice Louise Arbour of the Ontario Court of Appeal to take a leave from her judicial duties to serve as Prosecutor of the International Tribunal for the Prosecution of Persons Responsible for Serious Violations of International Humanitarian Law Committed in the Territory of the Former Yugoslavia and of the International Tribunal for Rwanda.

The enactment also makes other amendments that are primarily of a technical nature.
