MINUTES OF PROCEEDINGS

Meeting No. 3

Tuesday, December 7, 1999

The Standing Joint Committee on Official Languages met at 3:40 p.m. this day, in Room 362, East Block, the Co-Chair, The Hon. Rose-Marie Losier-Cool, presiding.

Member(s) of the Committee present:

From the Senate: The Hon. Jean-Robert Gauthier, The Hon. Rose-Marie Losier-Cool, The Hon. Jean-Claude Rivest, The Hon. Louis J. Robichaud.

From the House of Commons: Mauril Bélanger, Eugène Bellemare, Yvon Godin, Grant Hill, Ted McWhinney, Louis Plamondon.

In attendance: From the Senate: Luc Bégin, Co-Clerk of the Committee. From the Library of Parliament: Françoise Coulombe, Researcher.

Witness(es): From the Treasury Board Secretariat: Gaston Guénette, Assistant Secretary, Official Languages Division, Human Resources Branch; Charlotte Cloutier, Director, Official Languages Program and Liaison, Official Languages Division, Human Resources Branch.

In accordance with its mandate under Standing Orders 108 (4)(b), the Committee resumed its study on the application of Part VII of the Official Languages Act.

Mauril Bélanger moved, -

BE IT RESOLVED, that, in the opinion of the Standing Joint Committee on Official Languages of the Senate and the House of Commons of Canada, the Ontario Legislative Assembly should determine, by way of legislation, that the City of Ottawa, as Canada`s capital, has two official languages, English and French.

The question being put on the motion it was, by a show of hands, agreed: YEAS: 7; NAYS: 1.

It was agreed that, the Committee authorize the Co-Chairs to write to the Prime Minister of Canada and the Premier of Ontario to inform them of the Committee`s resolution and that the Committee also publish a press release.

It was agreed, - That, the Co-Chairs table, in their respective Chambers, a report informing the Senate and the House of Commons of the Committee`s resolution.

The Hon. Louis J. Robichaud moved, - That, pursuant to Rule 104 of the Senate the Co-Chair (Senate) be authorized to report to the Senate on the financial statements from the previous session.

The question being put on the motion, it was agreed.

Louis Plamondon moved, - That, the Committee accept the documents of the witnesses as tabled and that the Committee do now adjourn its proceedings until such time as the Minister of Justice can appear before the Committee. 

The question being put on the motion, it was, by a show of hands, agreed: YEAS 8; NAYS 1.

At 4:20 p.m., the Committee adjourned to the call of the Chair.
