Meeting No. 2

Tuesday, November 30, 1999

The Standing Joint Committee on Official Languages met in camera at 3:40 p.m. this day, in Room 362, East Block, the Co-Chair, Raymonde Folco, presiding.

From the Senate: The Hon. Gérald Beaudoin, The Hon. Louis J. Robichaud, The Hon. Joan Fraser, The Hon. Jean-Robert Gauthier, The Hon. Rose-Marie Losier-Cool, The Hon. Louis J. Robichaud.

From the House of Commons: Mauril Bélanger, Eugène Bellemare, Brenda Chamberlain, Raymonde Folco, Grant Hill, Raymond Lavigne, Ted McWhinney, Louis Plamondon.

In attendance: From the Senate: Luc Bégin, Co-Clerk of the Committee From the Research Branch, Library of Parliament: Françoise Coulombe, Researcher.

Witness(es): From the Commissioner of Official Languages: Dyane Adam, Commissioner of Official Languages.

Pursuant to the Standing Order 108 (4) (b), consideration of official language policies and programs.

Pursuant to Standing Order 81 (4) and the Order of Reference dated Wednesday, November 17, 1999, consideration of the Supplementary Estimates for the fiscal year ending March 31, 2000.

The Committee proceeded to consider its future business in camera.

The Co-Chairs presented the FIRST REPORT of the Sub-Committee on Agenda & Procedure as follows:

The Sub-Committee on Agenda and Procedure of the Standing Joint Committee on Official Languages has the honour to present its FIRST REPORT to the Standing Joint Committee.

Your Sub-Committee met on Thursday, November 25, 1999, and agreed to recommend the following:

Appearances

November 30, 1999

  • Ms. Dyane Adam, Commissioner of Official Languages

To discuss the air transport industry and official languages and to discuss the 1999-2000 Estimates.

December 2, 1999

  • The Honourable Jean-Maurice Simard, Senator

To discuss his report, "Bridging the Gap: From Oblivion to the Rule of Law".

December 7, 1999

  • Representatives from the Treasury Board

To discuss the Action Plans submitted by 27 federal institutions on the implementation of Part VII of the Official Languages Act .

Correspondence

That the Committee authorize the Co-Chairs to write to the following people:

  • Denis Paradis, referring his complaint to the Commissioner of Official Languages
  • "La Fédération des associations de juristes d’expression française de Common Law Inc.", inviting them to appear when the Committee travels during its study on Part VII of the Official Languages Act.
  • Senator Jean-Maurice Simard acknowledging receipt of his report

It was agreed that the First Report of the Sub-Committee be amended by changing the date "December 2, 1999" to "After the winter break".

It was agreed, that the FIRST REPORT of the Sub-Committee be concurred in.

At 3:45 p.m., the Committee resumed its proceedings in public.

The Co-Chair called Vote 25a.

Dr. Adam made an opening statement and answered questions.

At 5:30 p.m., the Committee adjourned to the call of the Chair.
