Meeting No. 19

Thursday, February 11, 1999

The Standing Joint Committee on Official Languages met in camera at 3:40 p.m. this day, in Room 362, East Block, the Co-Chair, The Honourable Sheila Finestone, presiding.

Members of the Committee present :

Representing the Senate: The Hon. Gérald A. Beaudoin, The Hon. Joan Fraser and The Hon. Rose-Marie Losier-Cool.

Representing the House of Commons: Denis Coderre, The Honourable Sheila Finestone, Denis Paradis and Suzanne Tremblay.

Acting Member present: Sue Barnes for Mauril Bélanger

Other Members or Senator present: The Hon. Jean-Maurice Simard.

In attendance: From the Senate: Tonu Onu, Co-Clerk of the committee. From the Library of Parliament: Françoise Coulombe, researcher.

The Committee proceeded to consideration of their future business.

It was agreed - That the proposed schedule for travel be adopted.

It was agreed - That the budgets adopted on December 8, 1998, for the proposed Committee travel in relation to its study on the application of Part VII of the Official Languages Act, on April 11 to April 15, 1999, now be rescinded.

It was agreed - That pursuant to Standing Order 108(4)(b) in relation to its study on the application of Part VII of the Official Languages Act, the Committee request the authorization from the House to travel to the Atlantic Provinces from April 11 to April 15, 1999, in order to hold public hearings, meet with officials and visit sites and that the necessary staff do accompany the Committee.

It was agreed - That the maximum amount of the budget (fiscal year 1999-2000) for this trip be $86,480.00: House of Commons 70% = $60,540.00, and Senate 30% = $25,950.00.

It was agreed - That pursuant to Standing Order 108(4)(b) in relation to its study on the application of Part VII of the Official Languages Act, the Committee request the authorization from the House to travel to Vancouver, Edmonton, Regina and Winnipeg from April 25 to April 29, 1999, in order to hold public hearings, meet with officials and visit sites and that the necessary staff do accompany the Committee.

It was agreed - That the maximum amount of the budget (fiscal year 1999-2000) for this trip be $109,900.00: House of Commons 70% = $76,930.00, and Senate 30% = $32,970.00.

It was agreed - That pursuant to Standing Order 108(4)(b) in relation to its study on the application of Part VII of the Official Languages Act, the Committee request the authorization from the House to travel to Sudbury and Toronto (Ontario) and Sherbrooke and Montreal (Quebec) from May 9 to May 13, 1999, in order to hold public hearings, meet with officials and visit sites and that the necessary staff do accompany the Committee.

It was agreed - That the maximum amount of the budget (fiscal year 1999-2000) for this trip be $66,652.00: House of Commons 70% = $46,656.00, and Senate 30% = $19,996.00.

It was agreed - That pursuant to Standing Order 108(4)(b) in relation to its study on the application of Part VII of the Official Languages Act, the Committee request the authorization from the House to travel to Bonaventure (Quebec) on May 3, 1999, in order to hold public hearings, meet with officials and visit sites and that the necessary staff do accompany the Committee.

It was agreed - That the maximum amount of the budget (fiscal year 1999-2000) for this trip be $22,000.00: House of Commons 70% = $15,400.00, and Senate 30% = $6,600.00.

It was agreed - That the Committee be authorized to use members' travel points if necessary in order to defray the cost of travel.

It was agreed - That Dr. Victor Goldbloom, Commissioner of Official Languages be invited to appear on March 2, 1999.

At 4:10 p.m. the Committee resumed its proceedings in public.

Yvon Fontaine made an opening statement and with Linda Cardinal answered questions.

At 4:55 p.m., Senator Rose-Marie Losier-Cool took the Chair.

At 5:10 p.m., Sheila Finestone took the Chair.

At 5:40 p.m., the Committee adjourned to the call of the Chair.
