SUMMARY
This enactment amends the Federal-Provincial Fiscal Arrangements Act to establish a prescription drug and dental care transfer to provide funding for the purposes of assisting the provinces to provide full prescription drug and dental care to persons who are 65 years old or older and children who are under the age of 12 years.

An Act to amend the Federal-Provincial Fiscal Arrangements Act (prescription drug and dental care)

Her Majesty, by and with the advice and consent of the Senate and House of Commons of Canada, enacts as follows:
1. The Federal-Provincial Fiscal Arrangements Act is amended by adding the following after section 24.64:
Prescription Drug and Dental Care Transfer
Purposes
24.65 Subject to this Part, a Prescription Drug and Dental Care Transfer is established under section 24.66 to provide funding for the purposes of assisting the provinces to provide full prescription drug and dental care coverage to persons who are 65 years old or older and children who are under the age of 12 years.
Transfer
24.66 The Prescription Drug and Dental Care Transfer shall consist of
(a) a cash contribution for the fiscal year beginning on April 1, 2011 to be determined through joint federal and provincial consultation; and
(b) the product obtained by multiplying the cash contribution for the immediately preceding year by 1.06, rounded to the nearest thousand, for each fiscal year in the period beginning on April 1, 2012 and ending on March 31, 2014.
Provincial share
24.67 The cash contribution established under section 24.66 that may be provided to a province for each of the fiscal years mentioned in that section is the amount determined by multiplying the cash contribution set out for that fiscal year by the quotient obtained by dividing
(a) the population of the province for the fiscal year
by
(b) the total of the population of all provinces for the fiscal year.
