SUMMARY |

|
The purpose of this enactment is to prevent tolls being imposed on
highways, bridges and tunnels that have been financed by the federal
government to an extent of more than five percent. The enactment
requires an agreement by the government that will administer the
highway, bridge or tunnel not to charge tolls before funds are advanced
or guarantees made.

|
|
|
Payments made or guarantees provided before 1990 are not counted
for the purpose of the calculation of the level of financing.
