Interparliamentary Activities and Reports

On 22 June 2022, the Organization for Security and Co-operation in Europe Parliamentary Assembly (OSCE PA) held a virtual meeting to discuss the war in Ukraine. The meeting included presentations by Margareta Cederfelt, OSCE PA President, Ms. Tuula Yrjölä, Deputy Head of the OSCE Secretariat and Director of the OSCE Conflict Prevention Centre, and Mr. Mykyta Poturaiev, Head of the Ukrainian Delegation to the OSCE PA. The meeting also included an intervention by Dr. Alexandra Dienes, Senior Researcher, Friedrich-Ebert-Stiftung’s Regional Office for International Cooperation in Vienna, who discussed various scenarios for ending the war, as well as public polling in selected European countries regarding western policy responses to the war.

Following the presentations, 10 OSCE PA members took the floor to speak about the war in Ukraine and to debate options for international engagement. The Canadian parliamentarians who participated in the meeting were Senator Jean-Guy Dagenais, Senator Marilou McPhedran, Senator Julie Miville-Dechêne, Senator Lucie Moncion, and Ms. Valerie Bradford, Member of Parliament.

On 16 June 2022, the Executive Committee of the Canada–United Kingdom Inter-Parliamentary Association met with the Hon. Leona Roberts and the Hon. Gavin Short, Members of the Falkland Islands Legislative Assembly. The Chair of the Association, Mr. James Maloney, M.P., provided welcoming remarks before opening the floor to all Association members and delegates for discussion. Members of the Executive Committee were pleased to have the opportunity to learn about the Falkland Islands’ unique history and culture. The conversation covered a wide range of topics, including the Falkland Islands’ political system, Brexit, fisheries and the environment.

On 16 June 2022, several Canadian Members of Parliament, including the Chair of the Canadian Branch of the Commonwealth Parliamentary Association, Ms. Alexandra Mendès, M.P., met with the Hon. Gavin Short and the Hon. Leona Roberts, Members of the Falkland Islands Legislative Assembly. Members were pleased to learn about the history of the Falkland Islands and discuss a range of topics including the economy, trade, natural resources, and fisheries.

On June 15, 2022, the Canadian Section of ParlAmericas (CPAM) hosted a reception on Parliament Hill for Ambassadors and High Commissioners of ParlAmericas’ member countries. The following Speakers addressed the assembled diplomats:

• Marc G. Serré, M.P., Chair of CPAM;

• Randy Boissonnault, P.C., M.P., Minister of Tourism and Associate Minister of Finance;

• His Excellency Martin Alejandro Vidal Delgado, Ambassador of Uruguay and Dean of the Group of Latin America and the Caribbean; and

• Annabella Zavagno, ParlAmericas Deputy Director General.

M. Serré welcomed the guests and thanked the members of the diplomatic corps for their integral roles in maintaining the meaningful relationships between Canada and other ParlAmericas’ member countries. He also commented on the meetings that were held when the Canadian Section was at the IX Summit of the Americas, in Los Angeles, California earlier in June. Finally, a particular mention was made of the successful efforts during the Summit establish a formalized role for ParlAmericas in future summits.

Mr. Francesco Sorbara, M.P., President, Canada–Europe Parliamentary Association, met with Her Excellency, Melita Gabric, Ambassador of the European Union to Canada, in his Parliament Hill Office.

They discussed the outcome of the May 2022 EU-Canada Joint Ministerial Committee meeting; the coverage of space-related procurement by the Canadian Space Agency under the Canada-European Union Comprehensive and Economic Trade Agreement; Canada and the EU’s response to Russia’s invasion of Ukraine; and the upcoming Canada-EU interparliamentary meeting this fall.

On June 6 to 8, 2022, a parliamentary delegation of the Canadian Section of ParlAmericas (CPAM) attended a parliamentary gathering held on the occasion of the 9th Summit of the Americas in Los Angeles, United States.

A high-level dialogue was held virtually on June 1st, 2022, on the theme ''Promoting multilateralism through parliamentary diplomacy''. It provided an opportunity for parliamentarians of the Americas and the Caribbean, prior to the 9th Summit of the Americas, to discuss the importance of the role of legislative powers in the Summit processes with a view to advancing multilateralism, regional integration, and the promotion of human rights and democracy.
