Mr. Russ Hiebert, M.P. attended the 43rd British Islands and Mediterranean Regional Conference in Stanley, Falkland Islands, from February 11-15, 2013 on behalf of the Canadian Branch of the Commonwealth Parliamentary Association. Conference Sessions: Day 1: Travel Day 2: Opening ceremony, official photographs, Plenary Session 1, Plenary Session 2, Workshop A, Workshop B, and meeting with Falkland Island Legislative Assembly in Assembly Chambers. Day 3: Plenary Session 3, Annual General Meeting of the Region, Open Plenary, Closing Session and press conference with delegations. Day 4: Travel Session Topics Included: Determination and its role in self-governance and devolution, arguments about self-determination, the challengers of governance in smaller territories and regions, Theories of self-determination, the right to self-determination is not curtailed by sovereignty claims, and experiences in the development of greater regional and national autonomy. Annual General Meeting Topics Included: Minutes of Regional AGM, matters arising, Commonwealth and CPA matters, report from the CPA Chairperson, CWP matters (including agreement for election for BIMR CWP representatives), funding of BIMR Conference, Regional Secretary’s report, Commonwealth Parliamentary Conference and Regional Conferences, Commonwealth activities and issues, reports from Regional Branches, and dates for next meeting.
