Meeting No. 5

Wednesday, April 4, 2001

The Standing Joint Committee on Official Languages met at 3:30 p.m. this day, in Room 112-N, Centre Block, the Co-Chairs, the Hon. Shirley Maheu and Mauril Bélanger, presiding.

Member(s) of the Committee present:

From the Senate: The Hon. Lise Bacon, the Hon. Jean-Robert Gauthier, the Hon. Rose-Marie Losier-Cool, the Hon. Shirley Maheu, the Hon. Jean-Maurice Simard.

From the House of Commons: Mauril Bélanger, Eugène Bellemare, Gérard Binet, Claude Drouin, Rahim Jaffer, Scott Reid, Benoît Sauvageau, Yolande Thibeault.

In attendance: From the Senate: Tonu Onu, Co-Clerk of the Committee. From the House of Commons: Guyanne L. Desforges, Co-Clerk of the Committee and Jean-François Pagé, Legislative Clerk. From the Library of Parliament: Françoise Coulombe and Robert Asselin, Research Officers.

Witness(es): From the CRTC: Jean-Pierre Blais, Executive Director, Broadcasting.

In accordance with Standing Order 108 (1a) (2), a study on the broadcasting of the House of Commons' debates in both official languages by CPAC.

Mr. Pierre Blais made an opening statement and answered questions.

The Committee members approved the following list of future business which was recommended by the Sub-Committee on Agenda and Procedure following their meeting of March 15, 2001:

That the following appear before the Committee:

  • Ms. Dyane Adam, Commissioner of Official Languages, in order to discuss the investigation report on the broadcasting of House of Commons debates on CPAC.
  • The Honourable Peter Milliken, Speaker of the House of Commons, in order to discuss the terms and conditions of the agreement between CPAC and the House of Commons.
  • The CRTC, in order to discuss regulatory matters.
  • CPAC, in order to discuss its policy on the broadcasting of House of Commons debates in both official languages.
  • Air Canada, in order to discuss services delivered to official language minorities.
  • The Honourable David Collenette, Minister of Transport, in order to discuss the application of the Official Languages Act to Air Canada and its subsidiaries.
  • Treasury Board, in order to discuss the regulations applicable to Air Canada.
  • Gens de l'air du Québec, in order to discuss services delivered in French by aircarriers in Canada.

That a cross-Canada tour be conducted in order to meet with linguistic minority communities and examine their priorities.

It was agreed to prepare a budget proposal for the cross-Canada tour to seek approval from the Senate Board of Internal Economy and the Liaison Committee of the House of Commons.

It was unanimously agreed to invite Mrs. Dyane Adam to discuss the annual report 1999-2000 of the Commissioner of Official Languages and new initiatives, on Tuesday, April 24, 2001 at 3:30 p.m. in room 253-D.

It was also agreed to meet in camera on Wednesday, April 25, 2001 to discuss the draft report on CPAC.

At 4:45 p.m., the Committee adjourned to the call of the Chair.
