Meeting No. 48

Wednesday, July 24, 2002

The Standing Joint Committee on Official Languages met in a televised session at 9:38 a.m. this day, in Room 160-S, Centre Block, the Co-Chair, Mauril Bélanger, presiding.

Members of the Committee present:

From the Senate : The Honourable Senators Gérald A. Beaudoin and Jean-Robert Gauthier.

From the House of Commons :  Mauril Bélanger, Eugène Bellemare, Yvon Godin, Bernard Patry, Benoît Sauvageau, Yolande Thibeault.

In attendance: From the Research Branch of the Library of Parliament: Marion Ménard, Analyst.

Witnesses: From the Treasury Board of Canada Secretariat: Diana Monnet, Assistant Secretary, Official Languages Branch; Carole Bidal, Counsel, Treasury Board Secretariat Legal Services; Joseph Ricciardi, Senior Official Languages Advisor, Official Languages Branch; Jacqueline Loranger, Official Languages Advisor, Official Languages Branch. From the Department of Transport: Ghislain Blanchard, Director, Policy Integration and Corporate Issues; Michel Gaudreau, Director, Commercial and Business Aviation; Jacques E. Pigeon, Senior General Counsel and Head, Department of Justice, Legal Services. From the Office of the Commissioner of Official Languages: Jean-Claude Leblanc, Director, Policy Analysis and Liaison.

In accordance with Standing Order 108(4)b), the Committee held a briefing session on Air Canada and the implementation of the Official Languages Act.

Diana Monnett made a statement and, with the other witnesses, answered questions.

At 11:44 a.m., the sitting was suspended.

At 12:00 p.m., the sitting resumed in camera.

It was agreed, – That the Committee issue a media release about the O'Keefe decision concerning the broadcasting of the House of Commons' debates in both official languages by CPAC.

By unanimous consent, Jean-Claude Leblanc made a statement and answered questions.

At 1:25 p.m., the Committee adjourned to the call of the Chair.
