MINUTES OF PROCEEDINGS

Meeting No. 43

Monday, June 10, 2002

The Standing Joint Committee on Official Languages met at 3:40 p.m., this day, in Room 308, West Block, the Co-Chairs, The Hon. Shirley Maheu and Mauril Bélanger, presiding.

Members of the Committee present:

From the Senate : The Honourables Gérald A. Beaudoin, Jean-Robert Gauthier, Viola Léger, Shirley Maheu and Raymond C. Setlakwe.

From the House of` Commons : Mauril Bélanger, Gérard Binet, Jeannot Castonguay, Christiane Gagnon, Bernard Patry, Scott Reid and Yolande Thibeault.

In attendance: From the Research Branch of the Library of Parliament: Marion Ménard, Analyst.

Pursuant to Standing Order 108(4)b) consideration of the draft report on Part VII of the Official Languages Act.

Jean-Robert Gauthier moved, -- That considering at the present time there is real inequality of treatment between francophones and Anglophones, when it comes to real-time closed captioning.

Despite the standards established by the CRCT, the service provided by the major television station owners is no longer equitable.

Wheareas the CRTC has just renewed the licences of the major Canadian broadcasters;

Whereas the situation with regard to real-time closed captioning is unsatisfactory;

The Committee therefore calls upon the Office of the Commissioner of Official Languages to investigate this matter and study the entire issue of investment in the language industries in order to meet the requirements set donw by CRTC regulation adopted March 24, 1995.

By unanimous consent, it was agreed to.

At 3:49 p.m., the sitting was suspended.

At 3:50 p.m., the sitting resumed in camera.

It was agreed, -- That the report entitled « The Justice System and Official Languages communities » be adopted in its modified form as the twelveth report of the Standing Joint Committee and that the Co-Chairs table the report in the Senate and in the House of Commons.

Pursuant to Standing Order 108(1)a), the Committee authorize the printing of the dissenting or supplementary opinions by Committee members as an appendix to this report immediately after the signature of the Co-Chairs, that the dissenting or supplementary opinions be sent to the Co-Clerk of the House of Commons, in both official languages, on/or before Tuesday, June 11, 2002 at 5:00 p.m.

It was agreed, -- That pursuant to Standing Order 109, the Standing Joint Committee request that the government table a comprehensive response to the Report within one hundred and fifty (150) days following the tabling of the Report.

It was agreed, -- That the Committee print 550 copies of its Twelveth report in tumble bilingual format.

It was agreed, -- That the Analysts and the Co-Clerks be authorized to make editorial changes as may be necessary without changing the substance of the Report.

At 5:20 p.m., the Committee adjourned to the call of the Chair.
