Meeting No. 34

Tuesday, April 23, 2002

The Standing Joint Committee on Official Languages met at 3:34 p.m., this day, in Room 112-N, Centre Block, the Co-Chairs, The Hon. Shirley Maheu and Mauril Bélanger, presiding.

Members of the Committee present:

From the Senate: The Hon. Gérald A. Beaudoin, The Hon. Jean-Robert Gauthier, The Hon. Viola Léger, The Hon. Shirley Maheu and The Hon. Pierre-Claude Nolin.

From the House of Commons: Mauril Bélanger, Peter Goldring, Benoît Sauvageau and Yolande Thibeault.

In attendance: From the Senate : Tonu Onu, Co-Clerk of the Committee. From the House of Commons: Jean-François Pagé, Co-Clerk of the Committee. From the Research Branch of the Library of Parliament: Marion Ménard, Analyst.

Witnesses: From the Office of the Commissioner of Official Languages: Dyane Adam, Commissioner of Official Languages; Gérard Finn, Director General, Policy and Communications; Michel Robichaud, Director General, Investigations Branch; Johane Tremblay, General Counsel and Director of Legal Services.

Pursuant to Standing Order 81(4), the Committee proceeded to the consideration of the Main Estimates 2002-2003: Vote 35, Office of the Commissioner of Official Languages under PRIVY COUNCIL referred to the Committee on February 28, 2002.

The witness made a statement and with the other witnesses answered questions.

The Co-Chairs called Vote 35, Office of the Commissioner of Official Languages under PRIVY COUNCIL.

Benoît Sauvageau moved, -- That the Main Estimates 2002-2003: Vote 35, Office of of the Commissioner of Official Languages under PRIVY COUNCIL be adopted.

After debate, the question was put on the motion and it was agreed to by a show of hands: YEAS: 6; NAYS: 1.

ORDERED,-- That the Co-Chairs report Vote 35, Office of the Commissioner of Official Languages, less the amounts granted in Interim Supply, under PRIVY COUNCIL, to the Senate and the House of` Commons.

Benoît Sauvageau moved, -- That the Standing Joint Committee on Official Languages express the wish that the government consider the advisability of increasing funding for the Office of the Commissioner of Official Languages by four million dollars.

After debate, the question was put on the motion and it was agreed to by a show of hands:  YEAS: 6; NAYS: 1.

The Hon. Jean-Robert Gauthier moved, -- That the Office of the Commissioner of Official Languages should undertake an awareness campaign designed to make Canadians more familiar with the Official Languages Act.

After debate, the question was put on the motion and it was agreed to by a show of hands: YEAS: 6; NAYS: 1.

ORDERED, -- That the Co-Chairs report to the Senate and the House of Commons.

After debate, the question is put on the motion and it was adopted with dissidence.

At 5:03 p.m., the Committee adjourned to the call of the Chair.
