Meeting No. 26

Tuesday, February 5, 2002

The Standing Joint Committee on Official Languages met at 3:32 p.m. this day, in Room 112-N, Centre Block, the Co-Chairs, The Hon. Shirley Maheu and Mauril Bélanger, presiding.

Members of the Committee present:

From The Senate: The Honourables Gérald A. Beaudoin, Joan Fraser, Jean-Robert Gauthier, Viola Léger, Shirley Maheu and Raymond C. Setlakwe.

From the House of Commons: Mauril Bélanger, Eugène Bellemare, Gérard Binet, Sarmite Bulte, Yvon Godin, John Herron, Scott Reid, Benoît Sauvageau and Yolande Thibeault.

In attendance:  From the Senate: Tonu Onu, Co-Clerk of the Committee. From the House of Commons: Jean-François Pagé, Co-Clerk of the Committee. From the Research Branch of the Library of Parliament: Françoise Coulombe, Research Officer.

The Committee proceeded to future business of the Committee.

John Herron moved, -- That it be resolved that the Committee calls upon the federal government to make a reasonable financial contribution to assist the province of New Brunswick in the court-ordered translation of its municipal bylaws, drawing upon the precedent it set in sharing half the cost of the court-ordered bylaw translation for Manitoba in 1984.

After debate, the question being put on the motion, it was agreed to on the following recorded division :

Yeas : The Honourables Gérald A. Beaudoin, Joan Fraser, Jean-Robert Gauthier, Viola Léger and Raymond C. Setlakwe.

Eugène Bellemare, Gérard Binet, Sarmite Bulte, Yvon Godin, John Herron, Benoît Sauvageau and Yolande Thibeault (12).

Nays: Scott Reid (1).

By unanimous consent, it was ORDERED, -- That the Co-Chairs table a Report to that effect in the Senate and in the House.

Benoît Sauvageau moved, -- That given the importance that the Standing Joint Committee on Official Languages places on official-language minority communities;

Given the imminence of the tabling of an action plan for these communities by the Minister responsible for coordinating official languages issues;

 

Given the desire of this Committee to consult the minority linguistic communities;

THAT the Standing Joint Committee on Official Languages, recognizing the urgent need for prompt action, give priority to this matter by putting off for a few weeks its study of Part VII of the Official Languages Act, AND THAT consultation with the communities as to the desired and anticipated content of the action plan be commenced as soon as possible.

After debate, the question being put on the motion, it was agreed to, by a show of hands:

YEAS: (7); NAYS: (0).

Gérard Binet moved, -- That, The Commissioner of Official Languages, or anyone whom she may delegate, be present at the Committee’s meetings in order to answer questions from Committee members when a witness appears.
