MINUTES OF PROCEEDING

Meeting No. 4

TUESDAY, DECEMBER 9, 1997

The Standing Joint Committee on Oficial Languages met at 3:34 o’clock p.m., this day, in room 308 West Block, the Co-Chairs, Rose-Marie Losier-Cool and Sheila Finestone, presiding.

Members of the Committee present:

Representing the Senate: Gérald A. Beaudoin, Rose-Marie Losier-Cool and Jean-Claude Rivest.

Representing the House of Commons: Sheila Finestone, Sarkis Assoudourian, Claudette Bradshaw, Denis Coderre, Denis Paradis and Louis Plamondon.

Acting Members present: Howard Hilstrom for Cliff Breitkreuz

In attendance: Tonu Onu, Joint Clerk of the Committee. From the Research Branch of the Library of Parliament: Françoise Coulombe, Research Officer.

Witnesses: From the Treasury Board: Hon. Marcel Massé, President of the Treasury Board; Gaston Guénette, Assistant Secretary, Official Languages Division, Human Resources Branch.

Pursuant to Standing Order 108(4)(b) the Committee proceeded to the consideration of the Annual Report on Official Languages 1996/97- President of the Treasury Board

Hon.Marcel Massé made a statement and with the other witness answered questions.

The Chair presented the Second Report of the Sub-Committee on Agenda and Procedure which reads as follows:

The Sub-Committee on Agenda and Procedure of the Standing Joint Committee on Official Languages has the honour to present its SECOND REPORT to the Standing Joint Committee.

Your Sub-Committee met on Tuesday, December 2, 1997 and agreed to recommend that the following appear:

- The Hon. Diane Marleau, Minister for International Cooperation and Minister for Francophonie, to discuss her responsibilities in relation to Official Languages and also to discuss the Francophone Summit that will be held in Moncton.

- Statistics Canada, to allow the Committee to narrow the focus of a possible study related to a recent demographic analysis of the country.

- The CRTC, to explain to the Committee how it operates and to provide it with an overview of broadcasting etc…

Denis Coderre moved, - That the Second Report of the Sub-Committee on Agenda and Procedure be adopted.

The question being put on the motion it was adopted.

At 4:53 o’clock p.m., the Committee adjourned to the call of the Chair.
