Meeting No. 27

Thursday, June 3, 1999

The Standing Joint Committee on Official Languages met at 3:35 p.m. this day, in Room 253-D, Centre Block, the Co-Chair, The Hon. Sheila Finestone, presiding.

From the Senate: The Hon. Gérald A. Beaudoin, The Hon. Rose-Marie Losier-Cool, The Hon. Louis J. Robichaud.

From the House of Commons: The Hon. Sheila Finestone, Inky Mark, Louis Plamondon, The Hon. Andy Scott, Ted McWhinney.

Acting Member(s) present: Murray Calder for Dan McTeague.

In attendance: From the Senate: Tonu Onu, Co-Clerk of the Committee. From the Library of Parliament: Françoise Coulombe.

Witness(es): From "La table feministe francophone de concertation provinciale": Lynne Bouchard, Member; Roda Muse, Member. From the "Comité de Renouvellement de l'Entente-Canada-Communauté (Ontario)": Jean Comtois, President; Trèva Cousineau, Vice-president; Eric Dubeau, Representative, Ethnocultural Sector; Judith Charrette, Representative, Youth Sector; Joseph André, Representative, Cultural Sector.

In accordance with its mandate under Standing Order 108(4)(b), the Committee resumed its study on the application of Part VII of the Official Languages Act.

Lynne Bouchard and Roda Muse each made an opening statement and answered questions.

Jean Comtois made an opening statement and with Trèva Cousineau, Eric Dubeau, Judith Charrette and Joseph André answered questions.

It was agreed - That, as agreed at the meeting of March 16, 1999, the Committee send a letter to the Minister of Justice endorsing the proposal of the Barreau du Québec that legal decisions of significant jurisprudential value be translated into both official languages and that a committee comprised of members of both the Barreau du Québec and the Canadian Bar Association be formed in order to determine which decisions would qualify.

It was agreed - That the Committee send a letter to the Solicitor General requesting copies of the policies regarding the issues of prisoners incarcerated in federal institutions seeking services in the official language of their choice.

At 5:55 p.m., the Committee adjourned to the call of the Chair.
