Meeting No. 25

Tuesday, May 11, 1999

The Standing Joint Committee on Official Languages met at 3:32 p.m. this day, in Room 237-C, Centre Block, the Co-Chair, Rose-Marie Losier-Cool, presiding.

Members of the Committee present:

Representing the Senate: The Hon. Gérald A. Beaudoin, The Hon. Rose-Marie Losier-Cool, The Hon. Joan Fraser, The Hon. Jean-Claude Rivest.

Other Senators present: The Hon. Jean-Maurice Simard.

Representing the House of Commons: Mauril Bélanger, The Hon. Sheila Finestone, Denis Coderre, Peter Goldring, Inky Mark, Denis Paradis, Louis Plamondon and Andy Scott.

In attendance: From the Senate: Tonu Onu, Co-Clerk of the Committee. From the Library of Parliament: Françoise Coulombe, Researcher.

Witness: Dr. Victor Goldbloom, Commissioner of Official Languages.

Pursuant to Standing Order 81(4) and Order of Reference from the House of Commons dated Monday March 1, 1999, consideration of the Main Estimates for the fiscal year ending March 31, 2000.

and

Pursuant to Standing Order 108(4)(b), consideration of the Annual Report of the Commissioner of Official Languages.

The Co-Chair presented the ELEVENTH REPORT of the Sub-Committee on Agenda & Procedure as follows:

The Sub-Committee on Agenda and Procedure of the Standing Joint Committee on Official Languages has the honour to present its ELEVENTH REPORT to the Standing Joint Committee.

Your Sub-Committee met on Tuesday, April 27, 1999, and agreed to recommend the following:

That the Committee invite the following witnesses to appear:

  • Neil Morrison, Former Secretary of the Laurendeau-Dunton Commission
  • Max Yalden, Former Commissioner of Official Languages
  • La fédération des communautés francophones et acadiennes
  • L’association canadienne-française de l’Ontario
  • La Table féministe francophone de concertation provinciale
  • Le Groupe de travail post-Sudbury

Inky Mark moved - That the ELEVENTH REPORT of the Sub-Committee be concurred in.

The question being put on the report, it was agreed to.

At 3:40 the Co-Chair called Vote 25 under PRIVY COUNCIL.

The Committee proceeded to the consideration of the Annual Report of the Commissioner of Official Languages, 1998.

Dr. Victor Goldbloom made an opening statement and answered questions.

By unanimous consent, Vote 25 carried.

ORDERED, - That the Chair report Vote 25 under Privy Council in the Main Estimates for the fiscal year ending March 31, 2000 to the House.

At 5:45 p.m., the Committee adjourned to the call of the Chair.
