MINUTES OF PROCEEDINGS

Meeting No. 24

Thursday, April 22, 1999

The Standing Joint Committee on Official Languages met in camera at 3:40 p.m. this day, in Room 371, West Block, the Acting Chair, Denis Paradis, presiding.

Members of the Committee present:

Representing the Senate: The Hon. Jean-Claude Rivest.

Other Senators present: The Hon. Aurélien Gill.

Representing the House of Commons: Mauril Bélanger, The Hon. Sheila Finestone, Inky Mark, Denis Paradis and Louis Plamondon.

Acting Members present: Ian Murray for Dan McTeague; Lou Sekora for Ted McWhinney.

In attendance: From the Senate: Tonu Onu, Co-Clerk of the Committee. From the Library of Parliament: Françoise Coulombe, Researcher.

Witnesses: From the Canadian Heritage: Norman Moyer, Assistant Deputy Minister, Canadian Identity; Hilaire Lemoine, Director General, Official Languages Support Programs.

The Committee proceeded in camera to consider Committee business.

It was agreed that the 10th Report of the Sub-Committee on Agenda and Procedure be adopted as follows:

The Sub-Committee on Agenda and Procedure of the Standing Joint Committee on Official Languages has the honour to present its TENTH REPORT to the Standing Joint Committee

Your Sub-Committee met on Tuesday, March 23, 1999, and agreed to recommend the following:

That the Committee postpone plans to travel until the Fall 1999.

That the Committee invite representatives from the 27 key federal institutions required to submit yearly action plans to the department of Heritage for the implementation of section 41 of the Official Languages Act.

It was agreed - That the Committee invite Dr. Victor Goldbloom, Commissioner of Official Languages to discuss the 1998-99 Main Estimates and the 1998 Annual Report of the Office of the Commissioner of Official Languages and that the meeting be followed by a reception in his honour.

It was agreed - That the Committee authorize the Chair, from time to time, as the need arises, in conjunction with the Clerk of the Committee, to take the appropriate measures to provide lunches for the Committee and its Sub-Committees, for working purposes, and that the cost of these lunches be charged to the Committee.

It was agreed - That the Committee invite the following groups to appear, selected from the 27 federal departments and agencies required to submit action plans on the implementation of Part VII of the Official Languages Act: Canadian Heritage, Human Resources Development, Health Canada, Statistics Canada.

It was agreed - That the Sub-Committee on Agenda and Procedure hold a meeting Tuesday, April 27, 1999 at 9:00 a.m. to discuss the selection of witnesses.

At 4:20 p.m. the Committee resumed its proceedings in public.

In accordance with its mandate under Standing Orders 108(4)(b), the Committee resumed its study on the application of Part VII of the Official Languages Act.

Norman Moyer made an opening statement and with Hilaire Lemoine answered questions.

At 5:30 p.m., the Committee adjourned to the call of the Chair.
