Meeting No. 22

Tuesday, March 9, 1999

The Standing Joint Committee on Official Languages met at 3:35 p.m. this day, in Room 701, La Promenade Building, the Co-Chair, The Hon. Sheila Finestone, presiding.

Members of the Committee present

Representing the Senate: The Hon. Joan Fraser, The Hon. Rose-Marie Losier-Cool and The Hon. Louis J. Robichaud.

Representing the House of Commons: Mauril Bélanger, Eugène Bellemare, The Hon. Sheila Finestone, Inky Mark, Mark Muise, Denis Paradis, Louis Plamondon and The Hon. Andy Scott.

Other Senator present: The Hon. Jean-Maurice Simard.

In attendance: From the Senate: Michel Patrice Committee Clerk. From the Library of Parliament: Françoise Coulombe, researcher.

Appearing: From the Treasury Board Secretariat: The Hon. Marcel Massé, President of the Treasury Board.

Witnesses: From the Treasury Board Secretariat: Gaston Guénette, Deputy Secretary of Official Languages; Alain Jolicoeur, Chief Human Resources Officer.

In accordance with its mandate under Standing Orders 108(4)(b), the Committee resumed its study on the application of Part VII of the Official Languages Act.

The Minister made an opening statement and with Gaston Gunénette and Alain Jolicoeur answered questions.

It was agreed - That the budget for travel to the Atlantic provinces adopted on February 11, 1999, for the proposed Committee travel in relation to its study on the application of Part VII of the Official Languages Act, on April 11 to April 16, 1999, now be rescinded.

It was agreed - That pursuant to Standing Order 108(4)(b) in relation to its study on the application of Part VII of the Official Languages Act, the Committee request the authorization from the House to travel to Moncton, New Brunswick; Summerside, Prince-Edward-Island; Saint John, Newfoundland; Halifax, Nova-Scotia and Gaspé from April 11 to April 15, 1999, in order to hold public hearings, meet with officials and visit sites and that the necessary staff do accompany the Committee.

It was agreed - That the maximum amount of the budget (fiscal year 1999-2000) for this trip be $117,700.00: House of Commons 70% = $82,390, and Senate 30% = $35,310.00.

At 5:05 p.m., the Committee adjourned to the call of the Chair.
