Meeting No. 18

Tuesday, December 8, 1998

The Standing Joint Committee on Official Languages met at 4:20 p.m. this day, in Room 209, West Block, the Co-Chair, The Hon. Sheila Finestone, presiding.

Members of the Committee present:

Representing the Senat: The Hon. Joan Fraser, The Hon. Rose-Marie Losier-Cool; The Hon. Jean-Claude Rivest and The Hon. Louis J. Robichaud.

Representing the House of Commons: The Hon. Sheila Finestone; Peter Goldring; Denis Paradis and Louis Plamondon.

Other Member present: David Price.

In attendance: From the Senate: Tonu Onu, Co-Clerk of the Committee (Senate); From the Library of Parliament: Françoise Coulombe, Researcher.

Witnesses: From the Townshippers' Association: Gary Richards, President; Nancy Beattie, Member of Executive Committee and Past President; Erin Mallory, Executive Director.

Pursuant to Standing Order 108(4)(b), the committee proceeded to the consideration of official languages policies and programs.

Gary Richards and Nancy Beattie made opening statements and with Erin Mallory answered questions.

At 5:20 p.m., the Committee proceeded to the future business of the Committee.

The Chair presented the eighth report of the Sub Committee on Agenda and Procedure of the Standing Joint Committee on Official Languages.

Your Sub-Committee met on Tuesday December 8, 1998 and agreed to recommend the following:

That in the upcoming weeks the Committee invite the following groups to appear:

March 9: The Hon. Marcel Massé, President of the Treasury Board to discuss the report on the Official Languages Task Force on Government transformations.

Feb 9: The Official Languages Task Force on government transformations (confirmed).

Feb 16: Hilaire Lemoine, Director General; and Roger Farley, Director, Interdepartmental Coordination, Official Languages, Department Heritage Canada. Briefing session in preparation for the Committee's study on Part VII of the Official Languages Act.

March 2: Donald J. Savoie, Consultant. Briefing session on the Integration of Part VII of the Official Languages Act into the government decision-making process.

March 16: Barreau du Québec (requested appearance).

March 23: Consortium francophone de l'éducation (requested appearance).

Other Requests:

La Fédération des parents de l'Île-du-Prince-Édouard (during travel).

That the following recommendations be adopted:

Travel

It was agreed, -- That pursuant to S.O. 108(4)(b) in relation to its study on the application of Part VII of the Official Languages Act, the Committee request the authorization from the House to travel to British Columbia, Alberta, Saskatchewan and Manitoba from Sunday April 11 to Friday April 16, 1999, in order to hold public hearings, visit sites and meet with officials, and that the necessary staff do accompany the Committee.

It was agreed, -- That the maximum amount of the budget (fiscal year 1999-2000) for this trip be $54,516.70 for the House of Commons, and $23,364.30 for the Senate.

It was agreed - That pursuant to Standing Order 108(4)(b) in relation to its study on the application of Part VII of the Official Languages Act, the Committee request the authorization from the House to travel within Ontario from April 25 to April 30, 1999, in order to hold public hearings, meet with officials and visit sites and that the necessary staff do accompany the Committee.

The maximum amount of the budget (fiscal year 1999-2000) for this trip be $33,897.50 for the House of Commons, and $14,527.50 for the Senate.

It was agreed - That pursuant to Standing Order 108(4)(b) in relation to its study on the application of Part VII of the Official Languages Act, the Committee request the authorization from the House to travel to Atlantic Canada from May 9 to May 14, 1999, in order to hold public hearings, meet with officials and visit sites and that the necessary staff do accompany the Committee.

The maximum amount of the budget (fiscal year 1999-2000) for this trip be $31,255.00 for the House of Commons, and $13,395.00 for the Senate.

It was agreed - That pursuant to Standing Order 108(4)(b) in relation to its study on the application of Part VII of the Official Languages Act, the Committee request the authorization from the House to travel to Quebec from May 24 to May 28, 1999, in order to hold public hearings, meet with officials and visit sites and that the necessary staff do accompany the Committee.

The maximum amount of the budget (fiscal year 1999-2000) for this trip be $23,555.00 for the House of Commons, and $10,095.00 for the Senate.

It was agreed, -- That the proposed draft travel mandate be adopted.

The question being put on the motion, it was adopted.

At 5:21 p.m., the Committee resumed consideration of official languages policies and programs.

At 5:31 p.m., the Committee adjourned to the call of the Chair.
