Meeting No. 15

Tuesday, November 3, 1998

The Standing Joint Committee on Official Languages met at 3:45 p.m. this day, in Room 701, La Promenade Building, the Co-Chair, The Hon. Rose-Marie Losier-Cool, presiding.

Representing the Senate: The Hon. Joan Fraser, The Hon. Rose-Marie Losier-Cool, The Hon. Louis J. Robichaud.

Representing the House of Commons: Mauril Bélanger, Claudette Bradshaw, Sheila Finestone; Inky Mark, Dan McTeague, Mark Muise, Louis Plamondon and Angela Vautour.

Acting Member(s) present: Ovid Jackson for Denis Coderre.

In attendance: Tonu Onu, Joint Clerk of the Committee (Senate). From the Library of Parliament: Françoise Coulombe, Researcher.

Witnesses: From the "Fédération des communautés Francophones et Acadienne du Canada": Gino LeBlanc, President; Richard Barrette, Executive Director; Manon S. Henrie, Liaison Officer.

Pursuant to Standing Order 108(4)(b), consideration of official languages policies and programs.

The Chair presented the seventh report of the Sub-Committee on Agenda and Procedure which read as follows:

The Sub-Committee on Agenda and Procedure of the Standing Joint Committee on Official Languages has the honour to present its SEVENTH REPORT to the Standing Joint Committee.

Your Sub-Committee met on Tuesday, October 27, 1998, and agreed to recommend the following:

That in the upcoming weeks the Committee invite the following groups to appear:

"La fédération des Communautés francophone et Acadienne du Canada"

"L'association des juristes d'expression française de l'Ontario" Canada"

"L'association des Townshippers"

That the Committee invite the Minister of Canadian Heritage to appear to discuss the renewal of the Canada-Community agreement which will expire March 31, 1999.

That after the winter break, the Committee invite the following groups to appear:

The President of the Treasury Board to discuss the report of the Official Languages Task Force on government transformations

The Task Force on government transformations

The "Barreau du Québec"

"Le Consortium francophone de l'éducation"

The Honourable Louis Robichaud moved, - That the Seventh Report of the Sub-Committee on Agenda and Procedure be adopted.

The question being put on the motion, it was adopted.

At 3:50 p.m., the Committee proceeded to the consideration of official languages policies and programs.

Gino LeBlanc made an opening statement and, with Richard Barrette and Manon Henrie, answered questions.

At 5:25 p.m., the Committee adjourned to the call of the Chair.
