MINUTES OF PROCEEDINGS

Meeting No. 13

 

Tuesday, June 9, 1998

The Standing Joint Committee on Official Languages met at 3:45 o’clock p.m., this day, in Room 705, La Promenade Bldg, the Co-Chair, Sheila Finestone and Rose-Marie Losier-Cool, presiding.

Members of the Committee present:

Representing the Senate: Rose-Marie Losier-Cool, Jean-Claude Rivest, Louis J. Robichaud.

Representing the House of Commons: Cliff Breitkreutz, Denis Coderre, Rahim Jaffer, Louis Plamondon and Angela Vautour.

Other Senator present: Gérald J. Comeau

In attendance: Tonu Onu, Joint Clerk of the Committee. From the Research Branch of the Library of Parliament: René Lemieux, Research Officer.

Pursuant to Standing Order 108(4)(b), the Committee proceeded to the consideration of official languages policies and programs.

Witnesses: From the Canadian Broadcasting Corporation: Yvan Asselin, General Manager of Programming, French Radio; Micheline Vaillancourt, General Manager, French Regional Television and Corporate Affairs; Renaud Gilbert, Executive Director, «Réseau de l'information»; Patricia Pleszczynska, Director, English Radio Services in Quebec; David Knapp, Director, English Television Services in Quebec.

 

Micheline Vaillancourt made a presentation and, with Yvan Asselin, Renaud Gilbert, Patricia Pleszczynska and David Knapp, answered questions.

At 4:30 p.m., it was agreed, -- That the Committee send a letter to Radio Canada in support of Senator Gerald Comeau's letter of May 21, 1998, requesting the extension of R.D.I. services to francophone minority communities and, in particular, to Baie Sainte-Marie.

At 4:33 p.m., the Committee resumed consideration of its official languages policies and programs.

Micheline Vaillancourt, Yvan Asselin, Renaud Gilbert, Patricia Pleszczynska and David Krapp continued to answer questions.

The Chair presented the Fifth Report of the Sub-Committee on Agenda and Procedure which reads as follows:

The Sub-Committee on Agenda and Procedure of the Standing Joint Committee on Official Languages has the honour to present its FIFTH REPORT to the Standing Joint Committee.

Your Sub-Committee met on Tuesday, June 2, 1998, and agreed to recommend that:

 

The reception for Mr. Victor Goldbloom, Commissioner of Official Languages, be held on Thursday, October 1st, 1998.

And

The Hon Diane Marleau appear before the Committee in the fall.

And

The «Consortium francophone de l'éducation» appear before the Committee in the fall.

And

The Committee travel to francophone and anglophone minority communities in all five (5) regions during month of October, 1998, to discuss the application of Part VII of the Official Languages Act.

Denis Coderre moved, That the Fifth Report of the Sub-Committee on Agenda and Procedure be adopted.

The question being put on the motion, it was adopted.

 

Denis Coderre moved -- That pursuant to Standing Order 108 (4)(b), in relation to the Committee's study of official languages policies and programs, nine (9) Members of the Committee (five (5) Liberal, one (1) BQ, one (1) Reform, one (1) NDP, one (1) PC) and the necessary staff travel to the 5 regions during the month of October 1998 and a budget in the amount of $ 159,280.00 be approved for this travel.

 

The question being put on the motion, it was adopted.

 

At 5:55 o’clock p.m., the Committee adjourned to the call of the Chair.
