RECOMMENDATION

His Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled ``An Act to amend the Criminal Code (judicial review of parole ineligibility) and another Act''.

SUMMARY

This enactment amends the Criminal Code in respect of applications for judicial review of parole ineligibility.

This enactment modifies section 745 of the Criminal Code to

    (a) remove the right of multiple murderers to apply for judicial review;

    (b) introduce judicial screening of applications; and

    (c) require that decisions of juries to reduce parole ineligibility periods be unanimous.
