SOMMAIRE
Le texte modifie la Loi sur les terres territoriales afin d’autoriser le gouverneur en conseil à prendre des règlements régissant l’acquisition de droits miniers sur la surface ou le sous-sol de terres territoriales, et de soumettre ces acquisitions au consentement préalable – donné librement et en connaissance de cause – des Inuits et de tout autre peuple autochtone directement touchés.
SUMMARY
This enactment amends the Territorial Lands Act to authorize the Governor in Council to make regulations for the acquisition of mining rights in, under or on territorial lands and to require that any such regulations must provide for the free, prior and informed consent of Inuit and of any other Indigenous peoples who would be directly affected.

1 L’article 12 de la Loi sur les terres territoriales est remplacé par ce qui suit :

Acquisition of mining rights
12 Le gouverneur en conseil peut prendre des règlements régissant Insertion start l’acquisition Insertion end de droits miniers sur la surface ou le sous-sol de terres territoriales et prévoyant le paiement des redevances correspondantes; ces règlements doivent Insertion start soumettre ces acquisitions au consentement préalable — donné librement et en connaissance de cause — des Inuits et de tout autre peuple autochtone directement touchés, et Insertion end assurer la protection et l’indemnisation des titulaires des droits de surface.
