The Standing Joint Committee for the Scrutiny of Regulations met at 8:35 a.m., this day in Room 256-S, Centre Block, Gurmant Grewal presiding.

Representing the Senate: Normand Grimard (1).

Representing the House of Commons: Gurmant Grewal, P. Derek Lee, John Maloney (3).

In attendance: Susan Baldwin, Joint Clerk of the Committee (House of Commons); François-R. Bernier, Peter Bernhardt, Counsel to the Committee, Research Branch, Library of Parliament.

The committee continued its consideration of its permanent Order of Reference, section 19, The Statutory Instruments Act, R.S.C. 1985, c. S-22, which follows:

19. Every statutory instrument issued, made or established after December 31, 1971, other than an instrument the inspection of which and the obtaining of copies of which are precluded by any regulations made pursuant to paragraph 20(d), shall stand permanently referred to any Committee of the House of Commons, of the Senate or of both Houses of Parliament that may be established for the purpose of reviewing and scrutinizing statutory instruments.

On SOR/82-171 -- Stuart-Trembleur Lake Band (Tanizul Timber Ltd.) Timber Regulations;

After debate, Mr. Lee moved, -- That the draft report on SOR/82-171, Stuart-Trembleur Lake Band (Tanizui Timber Ltd.) Timber Regulations be adopted.

The question being put on the motion, it was adopted.

Letter from Garry Breitkreuz, M.P.:

With respect to the letter from Mr. Garry Breitkreuz, M.P. (Yorkton--Melville), regarding the Regulatory Impact Analysis Statements on the Firearms Act Regulations, after debate it was agreed to invite Mr. Breitkreuz before the committee on June 3, 1999.

On SOR/90-449 -- Hamilton Harbour Commissioner's Land Use and Development By-law;

It was agreed, -- That the Joint Chairs correspond with the Minister of Transport with respect to certain comments made by the committee.
