1. Section 3 of the Official Development Assistance Accountability Act is amended by adding the following in alphabetical order:
|
|
|
|

“gross national product”
« produit national brut »
|
|
“gross national product” means the value of all the goods and services produced in the Canadian economy, plus the investment income received from other countries, less the investment income sent to other countries.
|

|
|
« produit national brut » La somme de la valeur de la production des biens et services de l’économie canadienne et des revenus de placements réalisés à l’étranger, diminuée des revenus de placements versés à l’étranger.

2. Section 4 of the Act is amended by adding the following after subsection (3):

Duty to meet United Nations 0.7% target
|
|
(3.1) The Minister shall ensure that the amount of official development assistance provided by Canada in accordance with this Act in each fiscal year equals or exceeds the target established by the United Nations of 0.7% of the gross national product for that year.
|
|
|
|
(3.1) Le ministre veille à ce que, pour chaque exercice, le montant de l’aide au développement officielle versé par le Canada aux termes de la présente loi soit au moins égal à l’objectif de 0,7 % du produit national brut fixé par les Nations Unies.

3. Subsection 5(1) of the Act is amended by striking out “and” at the end of paragraph (d) and by adding the following after paragraph (e):

|
|
|
(f) an indication of whether the target referred to in subsection 4(3.1) was met and, if not, an explanation of why; and
|
|
|
(g) an indication of the percentage of gross national product that Canada provided as official development assistance.

Coming into force
|
|
4. This Act comes into force three years after the day on which it receives royal assent.
|
