Presentations from these communities (including a Canadian researcher) initiated discussion on such topics as the strengths and weaknesses of existing international mechanisms (Sustainable Development Goals) and treaties (United Nations Convention on the Law of the Sea) in facilitating domestic legislative processes.

During the meeting, Canadian delegates were able to hear from parliamentarians from Bangladesh, Bahrain, the Philippines, Syria, Tanzania, Turkey, the Democratic Republic of the Congo, Azerbaijan, Fiji, Nicaragua, Benin, Madagascar and Ecuador, and from the Parliamentary Assembly of the Mediterranean.

Such laws and regulations shall have due regard to navigation and the protection and preservation of the marine environment based on the best available scientific evidence. Other important international legal frameworks are under the auspices of the International Maritime Organisation and deal with, among other things, navigation and pollution.

We should explore innovative ways to accelerate effective legislative cooperation and harmonization in ASEAN member states as well as ways to identify common legislative initiatives to assess existing legal and constitutional frameworks and harmonize a list of laws in ASEAN to facilitate regional cooperation and enforcement.

Notably, the law of the sea provides for important rights and obligations concerning the delineation of the outer limits of the continental shelf, the protection of the marine environment, including ice-covered areas, freedom of navigation, marine scientific research, and other uses of the sea.
