An introduction to the Westminster system, delegates posed many questions regarding their experience, and how they would apply in a UK context. Delegates were reassured that the Executive is kept in check, with individual MPs expected to hold government to account, even MPs sitting on the government side of the House.

The UK government has an ambitious plan which asserts that both economic development and low carbon growth are possible without either being compromised in favour of the other.

On 18 May 2021, Members of the Canada-United Kingdom Inter-Parliamentary Association (RUUK) met with members of the Commonwealth Parliamentary Association UK (CPA UK) for the second in a series of bilateral meetings on topics of mutual interest. The overarching theme of this meeting was defence and security.

On the topic of holding government to account, a discussion ensued on the difference between government and Parliament and the importance of communicating the differences to the public.

UK has moved to a fixed term Parliament and the Prime Minister needs a two-thirds majority to invoke early dissolution. England has its first peace time Coalition government so opposition is limited. The House of Lords composition is undergoing transformation and its future is being hotly debated.

In addition to the aforementioned meetings, the delegation participated in discussions with local government officials, experts, and leaders in the social housing sector to gain insights into innovative approaches to providing quality affordable housing programs.

The British government very rarely uses time allocation to limit debate, unlike the practice in the Canadian House of Commons. When time allocation is used, it is always done in consultation with the opposition.

This conference was co-ordinated by the CPA UK Executive Committee, and was also supported by their partners, the UNDP (United Nations Development Programme) and the World Bank Group. ·This conference was the “first” on a subject that will almost certainly be the subject of annual conferences.
