In keeping with the recommendations of the Sub-Committee on Finance, the draft budget was balanced and there was zero increase in Members’ assessed contributions. The decision had been taken to freeze reserves in order to achieve that result and use the expected operating surplus of CHF 100,000 to supplement 2013 income.
