The CPA’s constitution authorizes it to control and manage the activities and business of the association. The international executive committee has about 35 members and is led by the chairperson of the CPA.

He believes that the French public’s rejection of the Constitution in 2005 was not so much a rejection of the European project, as an expression of their dissatisfaction with the domestic political landscape (student strike over the controversial first employment contract, precarious economic situation, Jacques Chirac’s floundering popularity).
