At the invitation of Mr. Gabriel Ascensio, Speaker of the House of Deputies of the Congress of Chile, and of Mr. Eduardo Oscar Camaño, President of the Chamber of Deputies of the Congress of Argentina, the Honourable Peter Milliken, M.P., Speaker of the House of Commons, led a parliamentary delegation on an official visit to Chile and Argentina from March 14 to 17, 2005.

Context

Contexte

Canada and Chile have maintained diplomatic relations since 1941 and, ever since the mid-1990s, relations have been steadily growing. Still, this official visit, at the invitation of the Speaker of the Chamber of Representatives of Chile, Mr. Gabriel Ascensio was the first Speaker-led visit to Chile since 1996.

Le Canada et le Chili entretiennent des relations diplomatiques depuis 1941, et, depuis le milieu des années 1990, ces relations s’intensifient régulièrement. Pourtant, cette visite officielle, à l’invitation du Président de la Chambre des représentants du Chili, M. Gabriel Ascensio était la première visite au Chili dirigée par le Président depuis 1996.

The relationship between Canada and Argentina is over one hundred years old. Indeed, Argentinean migration to Canada began at the beginning of the twentieth century with a group moving from Argentina to Saskatchewan in 1901.  This official visit of Speaker Milliken and a parliamentary delegation, at the invitation of Mr. Eduardo Oscar Camaño, President of the Chamber of Deputies, was the occasion to reaffirm this relationship.

Les relations entre le Canada et l’Argentine ont débuté il y a plus d’une centaine d’années. Les migrations argentines vers le Canada ont commencé au début du XX^e siècle : un groupe d’Argentins s’est établi en Saskatchewan en 1901.  Cette visite officielle du Président Milliken et d’une délégation parlementaire à l’invitation de M. Eduardo Oscar Camaño, Président de la Chambre des députés, a été l’occasion de réaffirmer l’importance de ces relations. 

Canadian, Chilean and Argentinean parliamentarians have the opportunity to exchange with one another in the context of multilateral parliamentary associations such as the Inter-Parliamentary Union (IPU) and the Inter-Parliamentary Forum of the Americas (FIPA).  This visit allowed members of the delegation to discuss issues of mutual interest from a bilateral perspective. The visit was also an opportunity to promote cooperation on regional and global issues.

Les parlementaires canadiens, chiliens et argentins ont l’occasion d’échanger dans le contexte des associations parlementaires multilatérales comme l’Union interparlementaire (UIP) et le Forum interparlementaire des Amériques (FIPA). Cette visite a permis aux membres de la délégation de discuter de questions d’intérêt mutuel dans une perspective bilatérale. La visite a également été l’occasion de promouvoir la coopération au sujet d’enjeux régionaux et mondiaux. 

Finally, this visit enabled a continuation of the ongoing parliamentary dialogue between parliamentarians and served to strengthen bilateral ties between the lower chambers.

Enfin, cette visite a permis de poursuivre le dialogue parlementaire constant entre députés et a servi à renforcer les liens bilatéraux entre les chambres basses.

In Chile, the delegation met with: the President of the Republic, Mr. Ricardo Lagos; the Speaker of the Chamber of Deputies, Mr. Gabriel Ascensio; the Speaker of the Senate, Mr. Hernán Larraín; the Minister of Foreign Affairs, Mr. Ignacio Walker; and the Chair of the Chamber of Deputies’ Foreign Affairs Committee, Ms. Isabel Allende Bussi. The delegates also had the opportunity to visit the Chilean Joint Center for Peacekeeping Operations (CECOPAC) with Col. Rodrigo Sánchez.

Au Chili, la délégation a rencontré le Président de la République, M. Ricardo Lagos, le Président de la Chambre des députés, M. Gabriel Ascensio, le Président du Sénat, M. Hernán Larraín, le ministre des Affaires étrangères, M. Ignacio Walker, et la présidente du Comité des affaires étrangères de la Chambre des députés, Mme Isabel Allende Bussi. In Argentina, they met with the Vice-President of the Argentine Republic and Speaker of the Senate, Mr. Daniel Scioli; the Speaker of the Chamber of Deputies, Mr. Eduardo Oscar Camaño; the Deputy Minister of Foreign Affairs, Mr. Jorge Enrique Taiana; and the Chair of the Canada-Argentina Friendship Group, Ms. Margarita Stolbizer. The delegates also attended the opening ceremony of a regional seminar held by the International Criminal Court and a breakfast hosted by the Argentine Council for International Relations (CARI).

Meeting with the President of the Republic, Mr. Ricardo Lagos

President Lagos warmly welcomed Speaker Milliken and the delegation to Chile. The conversation then turned to the growth of Chile and its prosperity in the last 20 years, as well as the growing parliamentary relationship between the two countries. In speaking of the relationship between Chile and Canada, President Lagos noted that Canada was one of the first countries with which Chile formed a trade agreement and that the two countries shared many foreign policy similarities. The similarity in values such as human rights and international trade, as well as parliamentary diplomacy, also was discussed. President Lagos recalled with pleasure his most recent visit to Canada in 2003.

La conversation a porté sur la croissance du Chili et la prospérité qui est la sienne depuis 20 ans, ainsi que sur les relations parlementaires de plus en plus suivies entre nos deux pays. À propos des relations entre le Chili et le Canada, le Président Lagos a signalé que le Canada était l’un des premiers pays avec lesquels le Chili avait conclu un accord commercial et que la politique étrangère des deux pays présentait de nombreuses similitudes. Il a également été question de la similitude des valeurs, comme les droits de la personne et le commerce international, sans oublier la diplomatie parlementaire. Le Président Lagos a rappelé avec plaisir le voyage qu’il a fait récemment au Canada, en 2003. 

In terms of human rights, President Lagos spoke of the 70 years of dictatorship in Chile and of the measures taken since then to redress past injustices, including benefits being extended to families of the victims and those in exile. This led to the recognition of the importance of democracy and to the progress that Chile has made since that time, thereby becoming a more open and integrated country with a more global economy. Despite Chile’s difficult past, it was felt that it was important to look forward to the future.

À propos des droits de la personne, le Président Lagos a parlé des 70 années de dictature que le Chili avait connues et des mesures prises depuis là pour réparer les injustices du passé, notamment des prestations accordées aux familles des victimes et des exilés. C’est ce qui a permis de prendre conscience de l’importance de la démocratie et rendu possibles les progrès que le Chili a connus depuis cette époque, devenant un pays plus ouvert et intégré, doté d’une économie plus mondialisée. Malgré le passé difficile du Chili, on estime qu’il est important de se tourner vers l’avenir. 

Discussion then turned to peacekeeping and, in particular, the situation in Haiti. There was agreement on the role of peacekeeping troops in Haiti and the need to stay after the elections until order has been established, so that mistakes from the past would not be repeated.

Les entretiens ont ensuite porté sur le maintien de la paix et plus particulièrement sur la situation d’Haïti. On s’est entendu sur le rôle des troupes de maintien de la paix à Haïti et sur la nécessité de rester sur place après les élections jusqu’à ce que l’ordre soit établi, de façon à éviter les erreurs du passé. 

As the meeting ended, there was some discussion on the nature of the respective legislative systems.

Speaker Ascencio welcomed the Canadian delegation to the National Congress. After a brief overview of the latest political developments, both in Canada and Chile, Speakers Milliken and Ascensio discussed the electoral systems of their respective countries. Speaker Milliken explained how the country had recently moved from door to door registration to a permanent list of eligible voters and described the role of Elections Canada. Canadian delegates also described some of the strategies put into place to encourage young people to vote. Speaker Ascensio said the Chilean system was reliable, but added that he would welcome more information on the Canadian experience with young voters.

Le Président Ascencio a accueilli la délégation canadienne au Congrès national. Après un bref survol de l’évolution politique récente, tant au Canada qu’au Chili, les Présidents Milliken et Ascensio ont discuté des systèmes électoraux de leurs pays respectifs. Le Président Milliken a expliqué comment le Canada était passé récemment d’un recensement systématique sur le terrain à une liste permanente des électeurs admissibles et il a décrit le rôle d’Élections Canada. Les délégués canadiens ont également décrit certaines des stratégies mises en œuvre pour inciter les jeunes à voter. Le Président Ascensio a répondu que le système chilien était sûr, mais il a ajouté qu’il serait heureux de recevoir plus d’information sur les efforts déployés par le Canada auprès des jeunes électeurs. 

Speaker Ascensio then accompanied members of the Canadian delegation to the Chamber of Deputies where both he and Speaker Milliken addressed the assembly. Speaker Ascensio took this opportunity to formally thank Canada for the role it played in welcoming Chilean refugees following the events of 1973 and recognized that, since 1990, Canada-Chile relations have never ceased to improve. In closing his remarks, Speaker Ascensio hoped that the Canadian and Chilean Parliaments can move towards a formal agreement on parliamentary cooperation.

Le Président Ascensio a ensuite accompagné les membres de la délégation canadienne à la Chambre des députés, où le Président Milliken et lui se sont adressés à l’assemblée. Le Président Ascensio a saisi cette occasion pour remercier officiellement le rôle joué par le Canada, qui a accueilli des réfugiés chiliens après les événements de 1973 et reconnu que, depuis 1990, les relations canado-chiliennes n’avaient cessé de s’améliorer. En guise de conclusion, le Président Ascensio a exprimé l’espoir que les Parlements canadien et chilien puissent conclure un accord officiel de coopération parlementaire. 

In his reply, Speaker Milliken thanked his host for his hospitality and for allowing him to address the Chamber of Deputies. Speaker Milliken spoke of the good relations between the two countries and agreed that more could be done to formalize parliamentary cooperation. He also invited Speaker Ascensio to lead a delegation of parliamentarians to Canada at his earliest convenience.

Dans sa réponse, le Président Milliken a remercié son hôte de son accueil et de son invitation à s’adresser à la Chambre des députés. Il a parlé des bonnes relations entre les deux pays et il a convenu qu’on pourrait faire plus pour donner un cadre officiel à la coopération parlementaire. Il a également invité le Président Ascensio à prendre la tête d’une délégation de parlementaire pour venir au Canada dès qu’il en aura la possibilité.

Meeting with the Vice - President and Speaker of the Senate, Mr. Hernán Larraín

The discussion with Speaker Larraín focused on Canada-Chile cooperation on the international scene. Speaker Larraín suggested that, even though the President of the Republic is in charge of foreign affairs, he believed legislators can and should play a role on that front. He added that in the case of free trade agreements, which will impact social and trade policies of participating countries, the involvement of parliamentarians is much needed since they eventually deal with some of the consequences of these agreements and, in some cases, pass implementation bills.

Les entretiens avec le Président Larraín ont porté sur la coopération canado-chilienne sur la scène internationale. Le Président Larraín a avancé que, même si les affaires étrangères relèvent du président de la République, les législateurs peuvent et devraient jouer un rôle sur ce plan. Il ajoute que, dans le cas des accords de libre-échange, qui auront des effets sur les politiques sociale et commerciale des pays en cause, la participation des parlementaires répond à un grand besoin, car ils doivent à un moment donné se saisir des conséquences de ces accords et, parfois, adopter des projets de loi de mise en œuvre. 

The two men also stressed that Canadian and Chilean parliamentarians have been meeting in the context of multilateral institutions such as the Inter- Parliamentary Forum of the Americas (FIPA) or the Inter-Parliamentary Union (IPU) and that such forums have allowed them to touch on international cooperation.

Les deux hommes ont également souligné que les parlementaires canadiens et chiliens se rencontrent depuis un certain temps dans le cadre d’institutions multilatérales comme le Forum interparlementaire des Amériques (FIPA) ou l’Union interparlementaire (UIP) et que ces tribunes leur ont permis de discuter de coopération internationale. 

The discussion then turned to more technical ways of sharing information between parliaments and to a description of some of the House of Commons’ official publications. They also discussed the issue of electronic voting, the use of the parliamentary web page, and transparency in the decision-making process.

Les échanges ont porté ensuite sur les moyens techniques de mettre en commun de l’information entre les Parlements et sur la description de certaines des publications officielles de la Chambre des communes. Ils ont également porté sur le vote électronique, l’utilisation de la page Web du Parlement et la transparence dans les processus de prise de décisions.

Meeting with the Minister of Foreign Affairs, Mr. Ignacio Walker

Minister Walker greeted the delegation and remarked that the program prepared by the Chamber of Deputies was varied and ambitious. He suggested that starting their official visit with a tour of the Parque por la Paz, put the issue of human rights on the agenda for all subsequent meetings, adding that Chile’s history is living proof that human rights should always be on the agenda. Discussion then turned to the recent report produced by the Commission on Political Imprisonment and Torture.

Le ministre Walker a accueilli la délégation et fait observer que le programme préparé par la Chambre des députés était varié et ambitieux. Il a émis l’idée que, en entamant leur séjour officiel par une visite du Parque por la Paz, on avait placé la question des droits de la personne à l’ordre du jour pour toutes les rencontres qui allaient suivre, ajoutant que l’histoire du Chili était la preuve vivante que les droits de la personne doivent toujours être à l’ordre du jour. Les entretiens ont ensuite porté sur le rapport récent de la Commission nationale sur la torture et l’emprisonnement politique. 

Other topics of conversation included: reform of the Senate both in Canada and Chile; the importance of multilateral cooperation in peacekeeping, as exemplified in Haiti; the role of education as a means of ensuring a better sense of civic responsibility; and the latest developments in terms of multilateral economic associations such as Mercosur or NAFTA.

D’autres sujets de conversation ont été abordés : réforme du Sénat au Canada et au Chili; importance de la coopération multilatérale pour le maintien de la paix, comme le montre la situation d’Haïti; rôle de l’éducation comme moyen de faire acquérir un meilleur sens des responsabilités citoyennes; les faits récents concernant les associations économiques multilatérales comme le Mercosur ou l’ALENA.

Meeting the Chair of the Chamber of Deputies’ Foreign Affairs Committee, Ms. Isabel Allende Bussi

Ms. Bussi felt that Canadian and Chilean parliamentarians share a common perspective on many international issues, whether in the field of economics, politics or human rights. She went on to describe how the Chilean Parliament works. She also explained that parliamentarians spend a lot of time traveling between Santiago and Valparaiso. Canadian delegates suggested that, more than having two political capitals, it is the sheer size of the Chile that poses logistical challenges to parliamentarians.

Mme Bussi a exprimé l’avis que les parlementaires canadiens et chiliens partageaient une conception commune des nombreux enjeux internationaux, que ce soit dans le domaine de l’économie ou dans ceux de la politique ou des droits de la personne. Elle a poursuivi en décrivant le fonctionnement du Parlement du Chili et elle a expliqué que les parlementaires passent beaucoup de temps à se déplacer entre Santiago et Valparaiso. Les délégués canadiens ont avancé l’idée que leurs problèmes de logistique tenaient non pas à l’existence de deux capitales politiques, mais à la dimension du Chili. 

Ms. Bussi also announced that a Chile-Canada Friendship Group would be created formally in the next few days. She hoped that the group would become an effective vehicle for Canada-Chile parliamentary relations. Parliamentarians then discussed a number of issues, including health care delivery, the role of Mercosur as a regional economic association, immigration policy in Chile and in Canada, and the upcoming election of a new President at the Organization of the American States.

Mme Bussi a également annoncé qu’un Groupe d’amitié Chili-Canada serait officiellement créé dans les jours suivants. Elle a exprimé l’espoir que ce groupe deviendrait un moyen efficace pour les relations parlementaires entre le Canada et le Chili. Les parlementaires ont ensuite abordé un certain nombre de dossiers : prestation des services de santé, rôle du Mercosur comme association économique régionale, politique d’immigration du Chili et du Canada, élection prochaine d’un nouveau président à la tête de l’Organisation des États américains.

Visit to the Chilean Joint Center for Peacekeeping Operations (CECOPAC)

Col. Rodrigo Sánchez welcomed the delegation and described the work of CECOPAC as well as the process for the participation of Chilean troops in peacekeeping operations. He also explained how the role of peacekeeping operations had changed in the last few years and described how this had caused CECOPAC to rethink the type of training it offers. Major Michael T. Ward described the Pearson Centre and its role in peacekeeping operations. Canadian delegates were then invited to meet with some of the students and tour the facilities.

Le colonel Rodrigo Sánchez a accueilli la délégation et décrit le travail du CECOPAC ainsi que le processus qui encadre la participation de troupes chiliennes aux opérations de maintien de la paix. Il a expliqué en outre comment les opérations de maintien de la paix avaient évolué au cours des dernières années, ce qui a incité le CECOPAC à repenser la formation qu’il dispense. Le major Michael T. Ward a décrit le Centre Pearson et son rôle dans les opérations de maintien de la paix. Meeting with the Vice-President of the Argentine Republic and Speaker of the Senate, Mr. Daniel Scioli

Vice-President Scioli said a few words about the Argentinean Senate and explained how it involves members of civil society as part of its work. He also spoke of the recent changes in the way Senate deliberations are available to citizens, through a Senate web page. A discussion on the advantages and disadvantages of electronic voting followed.

Le vice-président Scioli a dit quelques mots du Sénat argentin et expliqué comment il faisait participer des représentants de la société civile à une partie de ses travaux. Il a également parlé de changements apportés récemment à la façon dont le compte rendu des délibérations du Sénat est mis à la disposition des citoyens, c’est-à-dire au moyen d’une page Web du Sénat. Une discussion a suivi sur les avantages et les inconvénients du vote électronique.
 

Vice-President Scioli then spoke of the recent financial difficulties in Argentina and he thanked Canadians for believing in Argentina during those difficult times. Vice-President Scioli remarked that Argentina is now recovering from the financial crisis of the 1990s and added that the visit of a Canadian delegation headed by the Speaker of the House of Commons sent a positive sign to the international community.

Le vice-président a ensuite abordé les difficultés financières récentes de l’Argentine et remercié les Canadiens d’avoir fait confiance à l’Argentine pendant cette période sombre. Il a signalé que l’Argentine était en train de se relever de la crise financière des années 1990 et ajouté que la visite d’une délégation canadienne, sous la conduite du Président de la Chambre des communes, constituait un signal encourageant pour la communauté internationale. 

Other issues discussed during the meeting included the recent experience of the British Columbia Citizens’ Assembly, the anticipated results in terms of electoral reform and the involvement of the different levels of government in preparing mining legislation in Canada.

Parmi les autres questions discutées au cours de la réunion, notons l’expérience récente de l’Assemblée des citoyens de la Colombie-Britannique, les résultats escomptés sur le plan de la réforme électorale et la participation des différents niveaux de gouvernement à l’élaboration de la législation minière au Canada.

Speaker Camaño extended a warm welcome to the Canadian delegation. He acknowledged the excellent parliamentary cooperation between the two countries and suggested that the visit was a unique opportunity for parliamentarians of both countries to exchange views on current world and regional issues. Speaker Milliken thanked him for his generous hospitality and for the impressive program that was organized for him and his delegates.

Le Président Camaño a accueilli chaleureusement la délégation canadienne. Il a souligné l’excellente coopération qui existe entre les deux pays et avancé l’idée que la visite était une occasion unique pour les parlementaires des deux pays d’échanger leurs vues sur les enjeux mondiaux et régionaux de l’heure. Le Président Milliken l’a remercié de sa généreuse hospitalité et de l’impressionnant programme préparé pour lui et ses délégués. 

Noting the multi-party nature of the Canadian delegation, Speaker Camaño asked Canadian delegates to explain the role of political parties in the Canadian parliamentary system. A discussion on ways to increase citizen participation, -- at the party level as well as at the level of parliamentary deliberations -- ensued. Speaker Camaño then described the role and nature of his position. Delegates also discussed a number of issues related to parliamentary diplomacy and Speaker Camaño added he was pleased to see that the Canadian delegation had met with members of the CARI.

Deputy Minister Taiana congratulated Speaker Milliken for his interest in Latin America and hoped that Canadian delegates had had the opportunity to meet with numerous Argentineans interested in Canada-Argentina relations. He said that Canada has always been very present in Argentina and added that the official visit of a delegation of parliamentarians served to reinforce that presence. Deputy Minister Taiana then went over some of the main concerns of his country on the international scene and described the latest regional developments, notably in the context of the Andean Community and Mercosur.

Le sous-ministre Taiana a félicité le Président Milliken de son intérêt pour l’Amérique latine et dit qu’il espérait que les délégués canadiens avaient eu l’occasion de rencontrer de nombreux Argentins intéressés par les relations canado-argentines. Il a ajouté que le Canada avait toujours été très présent en Argentine et que la visite officielle d’une délégation de parlementaires servait à renforcer cette présence. Le sous-ministre Taiana a ensuite passé en revue les préoccupations principales de son pays sur la scène internationale et décrit les faits nouveaux sur le plan régional, notamment dans le contexte de la Communauté andine et du Mercosur. 

The discussion then turned to economic integration of the Americas and the importance of multilateralism in reaching that goal. Another topic of discussion was the multinational effort to help Haiti. Deputy Minister Taiana felt that the international community was showing encouraging signs of wanting to stay as long as it takes to see the transition to a more stable government. The upcoming election at the OAS was also discussed.

Les échanges ont ensuite porté sur l’intégration économique des Amériques et l’importance du multilatéralisme pour atteindre cet objectif. Un autre sujet de discussion a été l’effort multinational visant à secourir Haïti. Le sous-ministre Taiana a estimé que la communauté internationale manifestait des signes encourageants de sa volonté de rester dans le pays aussi longtemps qu’il le faudra pour assurer la transition vers un gouvernement plus stable. L’élection qui aura bientôt lieu à l’OEA a également été abordée.

Meeting with the Chair of the Canada-Argentina Friendship Group, Ms. Margarita Stolbizer

Rencontre avec la présidente du Groupe d’amitié Canada-Argentine, Mme Margarita Stolbizer

Argentinean delegates were pleased to learn that Canadian parliamentarians had recently formed a Canada-Argentina Interarliamentary Group. They hoped that members of both the Canadian and Argentinean groups would soon be able to meet.

Les délégués argentins ont appris avec plaisir que les parlementaires canadiens avaient récemment formé un Groupe interparlementaire Canada-Argentine. Ils ont exprimé l’espoir que les membres des deux groupes, canadien et argentin, pourraient se rencontrer bientôt. 

Ms. Margarita Stolbizer explained that, in her experience, friendship groups were the perfect vehicle for discussions on cultural matters, which she felt are often forgotten when parliamentarians meet in a more formal context. She also suggested that both Canada and Argentina shared a common vision on many issues, among them human rights and the importance of multilateralism. She then introduced members of the Canada-Argentina Friendship and invited the Canadian delegates to introduce themselves. An informal conversation ensued.

Mme Margarita Stolbizer a expliqué que, d’après son expérience, les groupes d’amitié étaient le moyen idéal de favoriser les discussions sur les questions culturelles qui, estime-t-elle, sont souvent oubliées lorsque les parlementaires se rencontrent dans un cadre plus officiel. Elle a dit également que le Canada et l’Argentine partageaient une conception commune sur de nombreux points, dont les droits de la personne et l’importance du multilatéralisme. Elle a ensuite présenté les membres du Groupe d’amitié Canada-Argentine et invité les délégués canadiens à se présenter. Des échanges libres ont suivi.

Meeting with the Argentine Council for International Relations (CARI)

Rencontre avec le Conseil argentin pour les affaires internationales (CARI)

Canadian delegates each made a brief presentation before members of the CARI and then answered questions on the role they play in parliamentary diplomacy. The exchanges allowed Canadian parliamentarians and Argentinean ex-diplomats to share experiences and address a number of issues relating to foreign affairs policy and international relations.

Chacun des délégués canadiens a fait un bref exposé devant les membres du CARI et répondu à des questions sur le rôle qu’ils jouent dans la diplomatie parlementaire. Les échanges ont permis aux parlementaires canadiens et aux anciens diplomates de l’Argentine de discuter de leurs expériences et d’aborder un certain nombre de questions se rapportant à la politique étrangère et aux relations internationales.

Opening ceremony of a regional seminar held by the International Criminal Court

Cérémonie d’ouverture d’un séminaire régional organisé par la Cour pénale internationale

Speaker Milliken spoke at the opening ceremony of a seminar on Gender and Human Rights, held by the International Criminal Court. He suggested that the International Criminal Tribunals for the Former Yugoslavia and Rwanda had undoubtedly revived in the international community the need for a permanent tribunal to deal with the horrors of genocide and added that women’s organizations around the world had been involved in that discussion alongside governments from the very beginning. It was their participation and the action of sympathetic governments, Canada among them, that ensured that the Rome Statute would reflect the current state of international women’s human rights law. Speaker Milliken then wished the participants well in their deliberations.

Le Président Milliken a pris la parole à la cérémonie d’ouverture d’un séminaire sur la problématique homme-femme et les droits de la personne, organisé par la Cour pénale internationale. Il a dit que le tribunal pénal international pour l’ex-Yougoslavie et celui du Rwanda avaient indubitablement amené la communauté internationale à prendre davantage conscience qu’il fallait une cour permanente pour se saisir des horreurs des génocides, et il a ajouté que des organisations féminines du monde entier avaient participé à la discussion dès le début, aux côtés des gouvernements. C’est leur participation et l’action de gouvernements sympathiques à leur cause, dont le Canada, qui ont fait en sorte que le Statut de Rome tienne compte de l’état actuel du droit international concernant les droits fondamentaux de la femme. Le Président Milliken a conclu en adressant ses meilleurs vœux aux participants au moment où ils entamaient leurs délibérations.
