An Act to amend the Canada Transportation Act (accessibility in transportation)
1996, c. 10
Her Majesty, by and with the advice and consent of the Senate and House of Commons of Canada, enacts as follows:
1. The Canada Transportation Act is amended by adding the following after section 49:
Inquiry into accessibility
49.1 (1) Within thirty days after the day on which this section comes into force, the Minister shall direct the Agency to inquire into and report on the accessibility of all modes of transportation under the legislative authority of Parliament for the purposes of identifying undue obstacles to the mobility of persons with disabilities and making recommendations for improvements to the existing laws of Canada in this regard.
Scope of inquiry
(2) The inquiry referred to in subsection (1) shall include research into and an analysis and compilation of information on the following matters:
(a) voluntary codes of practice regarding accessibility for disabled persons;
(b) security measures that respect the dignity of persons with disabilities;
(c) the treatment of persons with disabilities by different carriers; and
(d) measures to allow persons with disabilities to travel with greater dignity.
Consultations
(3) The inquiry referred to in subsection (1) shall be conducted in consultation with the Agency’s Accessibility Advisory Committee, the Canadian Human Rights Commission, federal and provincial disability agencies, various carriers and disabled persons.
Report
(4) The Agency shall report to the Minister on the findings of the inquiry within one year after being directed under subsection (1).
Tabling of report
(5) The Minister shall have a copy of the report made under this section laid before each House of Parliament on any of the first ninety days on which that House is sitting after the Minister receives it.
