SUMMARY

This enactment requires the Minister of the Environment to conclude an agreement to establish a federal-provincial agency that will have the power to administer both federal and provincial laws and the regulatory authority to identify, protect and restrict the use and development of lands that constitute watershed areas essential to Canada’s drinking water needs in the future.

The enactment sets a time limit for concluding the agreement and for introducing in Parliament any legislation necessary to implement it.

Le texte exige que le ministre de l’Environnement conclue un accord en vue de créer une agence fédérale-provinciale chargée d’appliquer les lois fédérales et provinciales et habilitée à déterminer, protéger et restreindre l’utilisation et l’aménagement des terres qui forment des bassins hydrographiques essentiels afin de répondre aux besoins futurs en eau potable du Canada.

Le texte fixe une date limite pour la conclusion de l’accord et le dépôt du projet de loi nécessaire à sa mise en oeuvre.
