MINUTES OF PROCEEDINGS

(Meeting No. 8)

Monday, March 16, 1998

The Special Joint Committee on Child Custody and Access met at 3:39 o’clock p.m., this day, in Room 253-D, Centre Block, the Joint Chairs, the Honourable Landon Pearson and Roger Gallaway presiding.

Members of the Committee present:

From the Senate: The Honourable Senators Gérald A. Beaudoin, Erminie Cohen, Anne Cools, Rose-Marie Losier-Cool, Pierre-Claude Nolin and Landon Pearson.

From the House of Commons: Carolyn Bennett, Sheila Finestone, Paul Forseth, Roger Gallaway, Eric Lowther and Diane St-Jacques.

Acting Member present: Pierre Brien for Caroline St-Hilaire.

In attendance: From the Research Branch of the Library of Parliament: Kristen Douglas, Research Coordinator.

Witnesses: From the National Action Committee on the Status of Women: Cori Kalinowski, Member, Justice Committee. From YWCA of Canada: Sally Bryant Ballingall, Past President; Elaine Teofilovici, Chief Executive Officer. From the National Association of Women and the Law: Carole Curtis, Member Family Law Working Group, Member of Law Society; Judy Poulin, Membre of SCOPE. From the National Council of Women of Canada: Helen Saravanamuttoo, Vice-president; Ruth Brown, Past President.

Pursuant to its Orders of Reference from the Senate dated October 28, 1997 and from the House of Commons dated November 18, 1997 the Committee resumed its study relating to child custody and access.

The witnesses made opening statements and answered questions.

At 5:50 o’clock p.m., the Committee adjourned to the call of the Chair.
