MINUTES OF PROCEEDINGS

(Meeting No. 24)

Wednesday, May 6, 1998

The Special Joint Committee on Child Custody and Access met at 3:30 o’clock p.m., this day, in Room 253-D, the Joint Chairs, the Honourable Landon Pearson and Roger Gallaway presiding.

Members of the Committee present:

From the Senate: The Honourable Senators Erminie Cohen, Joan Cook, Anne Cools, Mabel DeWare, Duncan Jessiman, Landon Pearson and Lucie Pépin.

From the House of Commons: Eleni Bakopanos, Carolyn Bennett, Sheila Finestone; Paul Forseth, Roger Gallaway, Eric Lowther and Caroline St-Hilaire.

In attendance: From the Research Branch of the Library of Parliament: Kristen Douglas, Research Coordinator. Ron Stewart, Research Advisor.

Witnesses: From RCMP Missing Children's Registry: Sgt. John Oliver. From Department of Foreign Affairs and International Trade: Gar Pardy, Consular Operations. From International Social Services: Agnes Casselman, Executive Director. From Ontario Ministry of the Attorney General: Judy Newman, Coordinator, Supervised Access Program; Joan Gullen, Coordinator, Ottawa Supervised Access Program; Sally Bleeker, Coordinator, Ottawa Supervised Access Program; Lise Parent, Volunteer. From Canadian Association of Chiefs of Police: Vincent Westwick, Member of the Committee and Legal Advisor. From Children's Aid Society of Ottawa-Carleton: Heidi Polowin; Shauna Lloyd; Michael Pranschke.

Pursuant to its Orders of Reference from the Senate dated October 28, 1997 and from the House of Commons dated November 18, 1997 the Committee resumed its study relating to child custody and access.

The witnesses made opening statements and answered questions.

At 5:30 o'clock p.m. the sitting was suspended.

At 6:10 o'clock p.m. the sitting resumed.

At 8:09 o’clock p.m., the Committee adjourned to the call of the Chair.
