On June 20, 2022, the Senate adopted the following motion:\r\n\r\n

That, notwithstanding any provisions of the Rules, previous or usual practice:\r\n\r\n

1. the Senate resolve itself into a Committee of the Whole at 5 p.m. on Tuesday, June 21, 2022, to consider the subject matter of Bill C-28, An Act to amend the Criminal Code (self-induced extreme intoxication), with any proceedings then before the Senate being interrupted until the end of Committee of the Whole;\r\n\r\n

2. if the bells are ringing for a vote at the time the committee is to meet, they be interrupted for the Committee of the Whole at that time, and resume once the committee has completed its work for the balance of any time remaining;\r\n\r\n

3. the Committee of the Whole on the subject matter of Bill C-28 receive the Honourable David Lametti, P.C., M.P., Minister of Justice and Attorney General of Canada, accompanied by no more than two officials;\r\n\r\n

4. the Committee of the Whole on the subject matter of Bill C-28 rise no later than 65 minutes after it begins;\r\n\r\n

5. the minister’s introductory remarks last a maximum total of five minutes;\r\n\r\n

6. if a senator does not use the entire period of 10 minutes for debate provided under rule 12-32(3)(d), including the responses of the witnesses, that senator may yield the balance of time to another senator; and\r\n\r\n

7. the start time of the evening suspension pursuant to rule 3-3(1) be postponed until after the conclusion of the Committee of the Whole and, if the bells had been ringing at the time the committee began, the completion of those proceedings.\r\n\r\n

Que, nonobstant toute disposition du Règlement, tout ordre antérieur ou pratique habituelle :\r\n\r\n

1. le Sénat se forme en comité plénier à 17 heures le mardi 21 juin 2022 afin d’étudier la teneur du projet de loi C-28, Loi modifiant le Code criminel (intoxication volontaire extrême), toutes les délibérations alors en cours au Sénat étant interrompues jusqu’à la fin du comité plénier;\r\n\r\n

2. si la sonnerie d’appel pour un vote retentit au moment où le comité doit se réunir, elle cesse de se faire entendre pendant le comité plénier et retentisse de nouveau une fois les travaux du comité terminés pour le temps qu’il reste;\r\n\r\n

3. le comité plénier sur la teneur du projet de loi C-28 reçoive l’honorable David Lametti, c.p., député, ministre de la Justice et procureur général du Canada, accompagné d’au plus deux fonctionnaires;\r\n\r\n

4. le comité plénier sur la teneur du projet de loi C-28 lève sa séance au plus tard 65 minutes après le début de ses travaux;\r\n\r\n

5. les remarques introductives du ministre durent un total maximal de cinq minutes;\r\n\r\n
