On 19 November 2020, the Minister of Environment and Climate Change introduced Bill C-12 An Act respecting transparency and accountability in Canada's efforts to achieve net-zero greenhouse gas emissions by the year 2050 (Canadian Net-Zero Emissions Accountability Act), in the House of Commons and it was given first reading.

Bill C-12 requires that national targets for the reduction of greenhouse gas emissions in Canada be set, with the objective of attaining net-zero emissions by 2050. The targets are to be set by the Minister of the Environment for 2030, 2035, 2040 and 2045.

In order to promote transparency and accountability in relation to meeting those targets, the enactment also
(a) requires that an emissions reduction plan, a progress report and an assessment report with respect to each target be tabled in each House of Parliament;
(b) provides for public participation;
(c) establishes an advisory body to provide the Minister of the Environment with advice with respect to achieving net-zero emissions by 2050 and matters that are referred to it by the Minister;
(d) requires the Minister of Finance to prepare an annual report respecting key measures that the federal public administration has taken to manage its financial risks and opportunities related to climate change; and
(e) requires the Commissioner of the Environment and Sustainable Development to, at least once every 5 years, examine and report on the Government of Canada’s implementation of measures aimed at mitigating climate change.

Le 19 novembre 2020, le Ministre de l'Environnement et du Changement climatique a déposé le projet de loi C-12, Loi concernant la transparence et la responsabilité du Canada dans le cadre de ses efforts pour atteindre la carboneutralité en 2050 (Loi canadienne sur la responsabilité en matière de carboneutralité), à la Chambre des communes en première lecture.

Le projet de loi C-12 vise à fixer des cibles nationales de réduction des émissions de gaz à effet de serre au Canada, en vue de l’atteinte de la carboneutralité d’ici 2050. Les cibles sont établies par le ministre de l’Environnement pour 2030, 2035, 2040 et 2045.

De plus, afin de promouvoir la transparence et la responsabilité dans le cadre de l’atteinte de ces cibles, le texte?:
a) exige qu’un plan, un rapport d’étape et un rapport d’évaluation sur chaque cible soit déposé devant les deux chambres du Parlement;
b) prévoit la participation publique;
c) établit un organisme consultatif qui fournira des conseils au ministre de l’Environnement sur l’atteinte de la carboneutralité en 2050 et sur les questions qui lui sont soumises par celui-ci;
d) exige que le ministre des Finances prépare un rapport annuel portant sur les principales mesures entreprises par l’administration publique fédérale afin de gérer ses risques et occasions d’ordre financier liés aux changements climatiques;
e) exige que le commissaire à l’environnement et au développement durable examine, au moins une fois tous les cinq ans, la mise en œuvre des mesures entreprises par le gouvernement du Canada pour atténuer les changements climatiques et en fasse rapport.
