[Translation]

The Special Joint Committee to amend Section 93 of the Constitution Act, 1867, concerning the Quebec School System met in camera, at 5:00 o’clock p.m., this day, in Room 505, Victoria Building, the Joint Chairs, the Honourable Lucie Pépin and Denis Paradis, presiding.

Representing the Senate: The honourable senators Gérald A. Beaudoin, Jerahmiel Grafstein, Thérèse Lavoie-Roux, John Lynch-Staunton, Lucie Pépin and Fernand Robichaud (6).

Representing the House of Commons: Reg Alcock, Mauril Bélanger, Paul DeVillers, Nick Discepola, Sheila Finestone, Christiane Gagnon, Yvon Godin, Peter Goldring, Rahim Jaffer, Marlene Jennings, Jason Kenney (for Val Meredith), Réal Ménard, Denis Paradis, David Price and Paddy Torsney (15).

In attendance: Laura C. Snowball, assistant to the co-chairs; From the Senate: Charles Robert; From the Research Branch of the Library of Parliament: Mollie Dunsmuir and Daniel Dupras, Research Officers.

Pursuant to the Orders of Reference adopted by the Senate on October 9, 1997 and by the House of Commons on October 1, 1997, the Committee undertook its consideration of matters related to the proposed resolution respecting an amendment to Section 93 of the Constitution Act, 1867, concerning the Quebec School System.

The Committee considered its draft report.

It was agreed,-- That the Draft Report, as amended, be concurred in.

It was agreed,-- That the report be entitled Report of the Special Joint Committee to amend Section 93 of the Constitution Act, 1867, concerning the Quebec School System.

It was ordered,-- That the Joint Chairs present the said Report respectively to the Senate and the House of Commons, as soon as possible.

It was agreed,-- That 200 copies be printed by the Senate and 500 copies be printed by the House of Commons.

It was agreed,-- That the researchers and clerks be authorized to make such typographical and editorial changes as may be necessary without changing the substance of the Report.

It was ordered,-- That the Committee authorize the printing of dissenting opinions as appendices to the report, immediately after the signatures of the Joint Chairs; and

 

That the dissenting opinions not exceed two pages and are provided to the Joint Clerks in both official languages before 11:00 a.m. on Thursday, November 6, 1997.

At 9:10 o’clock p.m., the Committee adjourned to the call of the Joint Chairs.
