The Joint Clerk of the Committee (Ms Catherine Piccinin): Good morning, honourable senators, members of the House of Commons. There is a vacancy in the Senate joint chair, and it is my duty as the clerk of this committee to preside over the election of the Senate joint chair. I am prepared to receive motions to that effect.

Senator Louis J. Robichaud (Acadia, New Brunswick, Lib.): I move that Senator Eymard Corbin be elected joint chair.

The Joint Clerk (Ms. Catherine Piccinin): Are there any other motions for the Senate joint chair? I see no other motions.

The Honourable Senator Robichaud moves that the Honourable Senator Corbin be elected Chair of this committee.

Is it your pleasure, honourable senators and members of the House of Commons, to adopt this motion?

The Joint Clerk (Ms. Catherine Piccinin): I invite the Honourable Senator Corbin to take the chair.

The Joint Clerk of the Committee (Ms. Santosh Sirpaul): Honourable senators and members of the committee, pursuant to Standing Order 106(1) of the Standing Orders of the House of Commons, I'm ready to receive motions for the election of a chair from the House of Commons.

Ms. Marlene Catterall (Ottawa West—Nepean, Lib.): I would like to propose that Gurbax Malhi be the joint chair of this committee for the House.

The Joint Clerk (Ms. Santosh Sirpaul): It's been proposed by Ms. Catterall that Mr. Malhi do take the chair of this committee as co-chair. Is it the pleasure of the committee to adopt the said motion?

The Joint Chairman (Mr. Gurbax Singh Malhi (Bramalea—Gore—Malton—Springdale, Lib.): First of all, I would like to thank all of you for the election. This is my second term in the chair for the Library of Parliament. Thanks to all of you.

I will invite motions for the election of the vice-chair.

Mr. Dick Harris (Prince George—Bulkley Valley, Ref.): Mr. Chairman, I would like to nominate Roy Bailey for the position of vice-chair of this committee.

The Joint Chairman (Mr. Gurbax Malhi): All agreed?

The Joint Chairman (Mr. Gurbax Malhi): Is there any other business?

The Joint Chairman (Senator Eymard G. Corbin (Grand-Sault, New Brunswick, Lib.): May I be permitted to thank the members of the committee for the confidence they have placed in supporting my candidacy. I didn't hear any opposition, so I gather it's unanimous.

I can give you the assurance that my co-chair and I will be consulting with party representatives as to the future business of the committee, and we will conduct ourselves in a very democratic fashion.
