Thursday, February 5, 2026, the Senate adopted the following motion:
That, notwithstanding any provision of the Rules, previous order or usual practice, if Bill C-12, An Act respecting certain measures relating to the security of Canada’s borders and the integrity of the Canadian immigration system and respecting other related security measures, is adopted at second reading:\r\n\r\n
1. it stand referred to the
Standing Senate Committee on National Security, Defence and Veterans Affairs;\r\n\r\n
2. the
Standing Senate Committee on Social Affairs, Science and Technology be authorized to examine and report on the subject matter of Parts 5, 6, 7 and 8 of the bill;\r\n\r\n
3. the
Standing Senate Committee on National Security, Defence and Veterans Affairs:
\r\n\r\n(a) be authorized to take into account any report from the
Standing Senate Committee on Social Affairs, Science and Technology to the Senate on the subject matter of Parts 5, 6, 7 and 8, during its consideration of the bill; and
\r\n\r\n(b) submit its final report to the Senate no later than the end of Routine Proceedings on February 24, 2026, after which it shall be deemed to have reported the bill without amendment, with the bill then being placed on the Orders of the Day for third reading at the next sitting of the Senate;\r\n\r\n
4. the
Standing Senate Committee on Social Affairs, Science and Technology be authorized to deposit its report with the Clerk of the Senate if the Senate is not then sitting; and\r\n\r\n
5. for the purposes of these studies, both committees have the power to meet, even though the Senate may then be sitting or adjourned, and that rules 12-18(1) and 12-18(2) be suspended in relation thereto.

Que, nonobstant toute disposition du Règlement, tout ordre antérieur ou toute pratique habituelle, si le projet de loi C-12, Loi concernant certaines mesures liées à la sécurité de la frontière canadienne et à l’intégrité du système d’immigration canadien et d’autres mesures connexes liées à la sécurité, est adopté en deuxième lecture :
1. il soit renvoyé au
Comité sénatorial permanent de la sécurité nationale, de la défense et des anciens combattants;
2. le
Comité sénatorial permanent des affaires sociales, des sciences et de la technologie soit autorisé à étudier, afin d’en faire rapport, la teneur des parties 5, 6, 7 et 8 du projet de loi;
3. le
Comité sénatorial permanent de la sécurité nationale, de la défense et des anciens combattants :
\r\n\r\na) soit autorisé à prendre en considération tout rapport du
Comité sénatorial permanent des affaires sociales, des sciences et de la technologie déposé au Sénat sur la teneur des parties 5, 6, 7 et 8 du projet de loi, au cours de son étude du projet de loi;
\r\n\r\nb) soumette son rapport final au Sénat au plus tard à la fin des affaires courantes le 24 février 2026, sans quoi il soit réputé en avoir fait rapport sans amendement, le projet de loi étant alors inscrit à l’ordre du jour pour une troisième lecture à la prochaine séance du Sénat;
4. le
Comité sénatorial permanent des affaires sociales, des sciences et de la technologie soit autorisé à déposer son rapport auprès de la greffière du Sénat si le Sénat ne siège pas à ce moment-là;
5. aux fins de ces études, les deux comités soient autorisés à se réunir, même si le Sénat siège à ce moment-là ou est ajourné, l’application des articles 12-18(1) et 12-18(2) du Règlement étant suspendue à cet égard.
