Legislative summary

Bill C-34, An Act to amend the Public Service Labour Relations Act and other Acts, was introduced in the House of Commons on 28 November 2016 by the President of the Treasury Board of Canada. Bill C-34 restores the public service labour relations regime that existed prior to the coming into force of Bill C-4, A second Act to implement certain provisions of the budget tabled in Parliament on March 21, 2013 and other measures (short title: Economic Action Plan 2013 Act, No. 2), specifically with regards to essential services and the resolution of collective bargaining disputes. It also repeals provisions related to the public service recourse processes that were not yet in force.

Bill C-34, with the exception of clause 35 which sets out the coordinating amendments, was incorporated into clauses 1 to 25 and 27 to 35 of Bill C-62, An Act to amend the Federal Public Sector Labour Relations Act and other Acts.

The coordinating amendments in Bill C-34 are meant to coordinate the entry into force of this legislation with that of Bill C-7, An Act to amend the Public Service Labour Relations Act, the Public Service Labour Relations and Employment Board Act and other Acts and to provide for certain other measures. The relevant provisions of Bill C-7 came into force upon Royal Assent on 19 June 2017.
