On 30 November 2009, the Minister of Labour introduced Bill C-61, An Act to provide for the resumption and continuation of railway operations (Railway Continuation Act, 2009) in the House of Commons and it was given first reading.

Bill C-61 provides for the resumption and continuation of CN railway operations and imposes a binding arbitration process to resolve matters remaining in dispute between CN and the Teamsters Canada Rail Conference (TCRC).
