Mandate

As part of its mandate the Joint Interparliamentary Council is empowered to:

  • Determine all budgetary and administrative matters relating to parliamentary associations, and in particular, the level of funding to be distributed to each parliamentary association within the limits of the total budget envelope approved by the Standing Committee on Internal Economy, Budgets and Administration of the Senate and the Board of Internal Economy of the House of Commons.
  • Authorize the reallocation of available funds within the total parliamentary association level of funding.
  • Review any special conference or other budget proposals to determine the level of funding to be recommended, if necessary, to the Standing Committee on Internal Economy, Budgets and Administration of the Senate and the Board of Internal Economy of the House of Commons.
  • Coordinate activities and determine operating policies to ensure effective, efficient, consistent and coherent support for interparliamentary activities while also promoting the best interests of Parliament in the area of interparliamentary relations.
  • Review, every five years, Parliament’s involvement with associations and recognized interparliamentary groups (formally known as “friendship groups”) and inform the chairs, by letter, a reasonable length of time before the start of such a review.
