Pursuant to the order of the Senate of May 27, 2025, and the order of the House of Commons of June 13, 2025, the Standing Joint Committee for the Scrutiny of Regulations met this day in room W120, 1 Wellington Street, and with videoconference, at 11:03 a.m. ET, the joint chairs, the Honourable Yuen Pau Woo and Scot Davidson, presiding.

Representing the Senate: The Honourable Senators Dean and Woo (2).

Representing the Senate by videoconference: The Honourable Senator White (1).

Representing the House of Commons: Fares Al Soud, the Honourable Terry Beech, Scot Davidson, Dalwinder Gill, Harb Gill, Michael Kram, and Giovanna Mingarelli (7).

Representing the House of Commons by videoconference: Claude DeBellefeuille, the Honourable Nathaniel Erskine-Smith (2).

Participating in the meeting: Geoffrey Hilton and Julie Béchard, Committee Counsels, Library of Parliament.

The committee proceeded in camera to consider its permanent order of reference, as set out in Section 19 of the Statutory Instruments Act, R.S.C., 1985, c. S-22, which provides for the following:

Every statutory instrument issued, made or established after December 31, 1971, other than an instrument the inspection of which and the obtaining of copies of which are precluded by any regulations made pursuant to paragraph 20(d), shall stand permanently referred to any committee of the House of Commons, of the Senate or of both Houses of Parliament that may be established for the purpose of reviewing and scrutinizing statutory instruments.

That the committee allow the audio recording of in camera meetings, and that one copy be kept in the office of General Counsel for consultation by committee members.

In the matter of SOR/2014-198, Firearms Records Regulations (Classification), it was agreed that the file be closed.

In the matter of SOR/2019-133, Regulations Amending the Pest Control Products Regulations (Labelling), it was agreed that committee counsel write to the Designated Instruments Officer of the Department of Health with respect to certain comments made by the committee.

At 11:12 a.m., the committee suspended.

At 11:12 a.m., the committee resumed in public.

In the matter of SI/2025-50, Order Designating the Leader of the Government in the House of Commons as the Minister for the Purposes of the Parliamentary Employment and Staff Relations Act, it was agreed that the file be closed.

In the matter of SOR/2023-255, Regulations Amending the Firearms Marking Regulations, it was agreed that committee counsel write to the Clerk of the House of Commons and the Clerk of the Senate and Clerk of the Parliaments with respect to certain comments made by the committee.

In the matter of SOR/2018-250, Regulations Amending Certain Regulations Made Under the Canada National Parks Act (Miscellaneous Program), it was agreed that committee counsel continue to monitor the file, and report back to the committee with updates as they occur.

In the matter of SOR/2004-109, Regulations Amending the Pulp and Paper Effluent Regulations, and SOR/2018-185, Regulations Amending the Pulp and Paper Effluent Regulations (Miscellaneous Program), it was agreed that committee counsel write to the Designated Instruments Officer of the Department of the Environment with respect to certain comments made by the committee.

In the matter of SOR/2019-66, Regulations Amending the Marine Personnel Regulations and Repealing the Tariff of Fees of Shipping Masters, it was agreed that the joint chairs write to the Minister of Transport with respect to certain comments made by the committee.

In the matter of SOR/2025-158, Regulations Amending the Vessel Operation Restriction Regulations, it was agreed that committee counsel write to the Designated Instruments Officer of the Department of Transport with respect to certain comments made by the committee, and that SOR/2020-252, Regulations Amending the Vessel Operation Restriction Regulations, SOR/2022-24, Regulations Amending the Vessel Operation Restriction Regulations and SOR/2023-274, Regulations Amending the Vessel Operation Restriction Regulations be closed.

In the matter of SOR/2016-172, Corded Window Covering Products Regulations, it was agreed that the file be closed.

In the matter of SOR/2021-90, Order Amending the Qalipu Mi’kmaq First Nation Band Order, it was agreed that the file and SOR/2018-139, Order Amending the Qalipu Mi’kmaq First Nation Band Order be closed.

The committee considered the following statutory instruments without comment: SI/2022-31, Order Transferring from the Minister of Health to the Minister of Mental Health and Addictions and Associate Minister of Health the Powers, Duties and Functions Under the Controlled Drugs and Substances Act and the Tobacco and Vaping Products Act; SI/2023-40, Order Transferring from the Minister of State (Tourism and Associate Minister of Finance) to the Minister of State (Tourism) the Powers, Duties and Functions Under the Canadian Tourism Commission Act; SI/2023-41, Order Designating the Minister of State (Diversity, Inclusion and Persons with Disabilities) as the Minister for the Purposes of the Canadian Multiculturalism Act; SI/2023-46, Order Designating the Minister of Public Safety and Emergency Preparedness as the Minister for the Purposes of the Canadian Free Trade Agreement Implementation Act; SI/2023-38, Order Transferring from the Minister for International Development to the President of the King’s Privy Council for Canada the Powers, Duties and Functions in Relation to the Pacific Economic Development Agency of Canada; SI/2023-39, Order Transferring from the Minister of Infrastructure and Communities to the Minister of Public Safety and Emergency Preparedness the Control and Supervision of the Canadian Intergovernmental Conference Secretariat; SI/2023-53, Order Transferring from the Department of Canadian Heritage to the Department of Employment and Social Development the Control and Supervision of the Anti-Racism Secretariat; SI/2023-54, Order Transferring from the Treasury Board Secretariat to the Department of Employment and Social Development the Control and Supervision of the Canadian Digital Service; SI/2023-71, Order Transferring the Powers, Duties and Functions with Respect to the Homelessness Policy Directorate to the Minister of Infrastructure and Communities; SI/2023-76, Order Transferring from Shared Services Canada to the Department of Public Works and Government Services the Control and Supervision of the Next Generation Human Resources and Pay System Initiative.

At 11:47 a.m., the committee adjourned to the call of the joint chairs.
