SOMMAIRE
Le texte modifie la Loi sur le ministère de la Santé afin d’exiger du ministre de la Santé qu’il nomme les gouvernements étrangers ou les organisations internationales dont les normes ou lignes directrices en matière de qualité d’eau potable devraient, à son avis, être comparées avec celles qui sont en développement au Canada et qu’il publie, au cours de chaque exercice, les conclusions de la comparaison de divers éléments de celles-ci.
SUMMARY
This enactment amends the Department of Health Act to require the Minister of Health to identify any foreign government or international agency that, in the Minister’s opinion, has standards or guidelines respecting the quality of drinking water that should be compared to those that are being developed in Canada. Every fiscal year, the Minister shall publish the results of the comparison of various aspects of those standards or guidelines.

Préambule
Attendu :
qu’il est essentiel que l’eau potable soit de la plus haute qualité au Canada;
que le gouvernement du Canada reconnaît que la garantie d’une telle qualité est tributaire de lignes directrices nationales relatives à la qualité de l’eau potable;
que le principal mandat du Comité fédéral-provincial-territorial sur l’eau potable est d’assurer la qualité de celle-ci au Canada, notamment par l’élaboration et le maintien de recommandations nationales;
que le ministre de la Santé reconnaît qu’il faut que les lignes directrices nationales équivalent aux plus hautes normes internationales relatives à l’eau potable,
Preamble
Whereas it is essential that drinking water in Canada be of the highest quality;
Whereas the Government of Canada recognizes that national guidelines respecting drinking water are required to ensure such quality;
Whereas the main responsibility of the Federal-Provincial-Territorial Committee on Drinking Water is to protect the quality of drinking water in Canada, including by developing and maintaining national guidelines;
And whereas the Minister of Health acknowledges the need for the national guidelines to be in keeping with the highest international standards respecting drinking water;

1 La Loi sur le ministère de la Santé est modifiée par adjonction, après l’article 5, de ce qui suit :

5.1 (1) Le ministre nomme les gouvernements étrangers ou les organisations internationales dont les normes ou les lignes directrices en matière de qualité d’eau potable devraient, à son avis, être comparées avec les lignes directrices en matière de qualité d’eau potable en développement au Canada.
5.1 (1) The Minister shall identify any foreign government or international agency that, in the Minister’s opinion, has standards or guidelines respecting the quality of drinking water that should be compared to the guidelines respecting the quality of drinking water that are being developed in Canada.

(2) Il procède à l’examen des normes ou des lignes directrices de tout gouvernement étranger — ou de toute organisation internationale — nommé en application du paragraphe (1) afin de déterminer quels éléments de celles-ci feront l’objet de sa comparaison avec les lignes directrices en matière de qualité d’eau potable en développement au Canada; il procède ensuite à la comparaison.
(2) The Minister shall review the standards or guidelines respecting the quality of drinking water established by any foreign government or international agency identified under subsection (1) to determine which aspects of those standards or guidelines shall be compared to the guidelines respecting the quality of drinking water that are being developed in Canada. The Minister shall then perform the appropriate comparison.

(3) Au cours de chaque exercice, à compter de celui qui suit l’entrée en vigueur du présent article, il fait publier les conclusions de la comparaison.
(3) The Minister shall, during each fiscal year after the fiscal year in which this section comes into force, publish the results of the comparison.
