SOMMAIRE

Le texte exige que le ministre des Ressources naturelles, en consultation avec les représentants des gouvernements provinciaux et territoriaux responsables de l’énergie, élabore et mette en œuvre une stratégie nationale visant à augmenter la proportion d’électricité produite au Canada en provenance de sources d’énergie renouvelable afin qu’elle atteigne 90 % dès que possible, mais au plus tard le 31 décembre 2030.

SUMMARY

This enactment requires the Minister of Natural Resources, in consultation with provincial and territorial government represent­atives responsible for energy matters, to develop and implement a national strategy for increasing the proportion of electricity generated from renewable energy sources in Canada to 90% as soon as possible, but no later than December 31, 2030.

2 The following definitions apply in this Act.

Minister means the Minister of Natural Resources. (mi­nistre)

3 (1) The Minister must, in consultation with provincial and territorial government representatives responsible for energy matters, develop and implement a national strategy for increasing the proportion of electricity generated from renewable energy sources in Canada to 90% as soon as possible, but no later than December 31, 2030.

(2) The Minister must post the national strategy on the departmental website within one year after the day on which this Act comes into force.

4 La stratégie nationale prévue à l’article 3 vise notamment les objectifs suivants :

  • a) entreprendre, dans chaque année civile, deux fois plus de projets de production d’énergie renouvelable que de projets de production d’énergie non renouvelable;

  • b) accroître l’investissement fédéral dans la recherche et le développement des technologies d’énergie renouvelable;

  • c) entretenir une collaboration entre le gouvernement fédéral et les gouvernements provinciaux et territoriaux en ce qui concerne l’établissement de nouveaux grands producteurs publics d’électricité;

  • d) développer une économie de l’énergie verte et créer des emplois verts.

4 The national strategy referred to in section 3 must include the following objectives:

  • (a) the initiation in each calendar year of twice as many renewable energy production projects as non-renewable energy production projects;

  • (b) an increase in federal investment in the research and development of renewable energy technologies;

  • (c) cooperation between the federal government and provincial and territorial governments in the establishment of new large-scale, public producers of electricity; and

  • (d) the creation of a green energy economy and the creation of green jobs.

5 (1) Dans l’année suivant la date d’entrée en vigueur de la présente loi, le ministre collabore avec le ministre des Finances afin d’élaborer et de mettre en œuvre des incitatifs fiscaux visant à :

  • a) favoriser la mise sur pied de projets d’énergie renouvelable liés à la production d’électricité d’origine solaire, éolienne ou marémotrice et d’électricité biomasse, et encourager l’investissement dans de tels projets;

  • b) encourager les propriétaires résidentiels et les entreprises à rénover leurs biens en les dotant de technologies d’énergie renouvelable nouvelles ou plus efficaces afin d’accroître la proportion d’électricité consommée par ceux-ci qui provient de sources d’énergie renouvelable.

5 (1) Within one year after the day on which this Act comes into force, the Minister must work with the Minister of Finance to develop and implement tax incentives to

  • (a) encourage the development of, and investment in, renewable energy projects related to solar, wind, tidal and biomass electricity generation; and

  • (b) encourage homeowners and businesses to retrofit their properties with new or more efficient renewable energy technologies to increase the proportion of electricity used by these properties that is derived from renewable energy sources.

(2) Les incitatifs fiscaux mentionnés à l’alinéa (1)a) ne s’appliquent qu’aux coûts de lancement de nouveaux projets et non à leurs coûts permanents.

(2) The tax incentives described in paragraph (1)‍(a) apply solely to the start-up costs of new projects and not to ongoing costs.

6 (1) Dans les trois ans suivant la date d’entrée en vigueur de la présente loi et tous les trois ans par la suite, le ministre établit un rapport sur l’efficacité de la stratégie nationale visée à l’article 3 et le fait déposer devant chaque chambre du Parlement dans les quinze premiers jours de séance de celle-ci suivant son achèvement.

6 (1) Within three years after the day on which this Act comes into force and every three years after that, the Minister must prepare a report on the effectiveness of the national strategy referred to in section 3, and cause a copy of the report to be laid before each House of Parliament on any of the first 15 days on which that House is sitting after the report is completed.‍

(2) The Minister must post the report on the departmental Web site within 30 days after the day on which the report is tabled in Parliament.
