1 This Act may be cited as the National Strategy for Safe Disposal of Lamps Containing Mercury Act.

2 Le ministre de l’Environnement, en coopération avec les représentants des gouvernements provinciaux et territoriaux responsables des questions d’environnement ainsi que des représentants de l’industrie et de groupes environnementaux, élabore et met en œuvre une stratégie nationale sur l’élimination sécuritaire des lampes contenant du mercure qui prévoit notamment :
-
a) l’établissement de normes nationales visant l’élimination sécuritaire des lampes contenant du mercure;
-
b) l’établissement de lignes directrices concernant les installations qui procèdent à l’élimination sécuritaire de telles lampes;
-
c) la création d’un plan visant à sensibiliser le public à l’importance de l’élimination sécuritaire de ces lampes.
2 The Minister of the Environment, in cooperation with representatives of the provincial and territorial governments responsible for the environment and representatives from environmental groups and industry, must develop and implement a national strategy for the safe disposal of lamps containing mercury that includes
-
(a) the establishment of national standards for the safe disposal of such lamps;
-
(b) the establishment of guidelines regarding facilities for safe disposal; and
-
(c) the creation of a plan to promote public awareness of the importance of those lamps being disposed of safely.

3 (1) Le ministre de l’Environnement établit un rapport énonçant la stratégie nationale et le fait déposer devant chaque chambre du Parlement dans les quinze premiers jours de séance de celle-ci suivant le 31 décembre 2018 ou, s’il est postérieur, le deuxième anniversaire de la sanction de la présente loi.
3 (1) The Minister of the Environment must prepare a report setting out the national strategy and cause the report to be laid before each House of Parliament on any of the first 15 days on which that House is sitting after the later of December 31, 2018, and the day that is two years after the day on which this Act receives royal assent.

(2) The Minister must post the report on the departmental website within 10 days after the day on which the report is tabled in Parliament.

4 Dans les cinq ans suivant le dépôt du rapport visé à l’article 3 et tous les cinq ans par la suite, le ministre de l’Environnement établit un rapport sur l’efficacité de la stratégie nationale qui comporte ses conclusions et éventuelles recommandations relativement à cette stratégie, et le fait déposer devant chaque chambre du Parlement dans les quinze premiers jours de séance de celle-ci suivant l’établissement du rapport.
4 Within five years of the tabling of the report referred to in section 3, and every five years after that, the Minister of the Environment must prepare a report on the effectiveness of the national strategy, setting out his or her conclusions and recommendations regarding the strategy, and cause a copy of the report to be laid before each House of Parliament on any of the first 15 days on which that House is sitting following the completion of the report.
